DECLARE COST TO BE ASSESSED, ORDER PREPARATION AND CALL FOR HEARING ON PROPOSED ASSESSMENT FOR THE RECONSTRUCTION OF FLOWERFIELD ROAD FROM LAKE DRIVE TO LEXINGTON AVENUE, IMPROVEMENT PROJECT NO. 13-22

 

Background

Project No. 13-22 was a joint project between the City of Lexington and the City of Blaine to reconstruct Flowerfield Road from Lake Drive to Lexington Avenue. The project includes reclaiming the existing bituminous pavement, spot concrete curb and gutter replacement, installation of new concrete curb and gutter where not already present, minor storm sewer improvements, aggregate base, installation of new bituminous pavement, and appurtenant construction.  The City of Blaine total cost of the project is as follows:

The total project cost indicated in the Feasibility Report was $308,400.00.

 

The Assessment Roll has been prepared consistent with the Feasibility Report.  Of the total cost, the amount to be assessed is $107,053.83.  Pavement Management Program Fund (PMP) contribution is $199,628.47.

 

Recommendation

By motion, adopt the resolution.

 

Body

                     WHEREAS, the City of Blaine has entered into a Joint Powers Agreement with the City of Lexington for the Reconstruction of Flowerfield Road from Lake Drive to Lexington Avenue and

 

WHEREAS, the City of Blaine concurred with the City of Lexington in entering into a contract for construction to include reclaiming the existing bituminous pavement, spot concrete curb and gutter replacement, installation of new concrete curb and gutter where not already present, minor storm sewer improvements, aggregate base, installation of new bituminous pavement and appurtenant construction in the following described area:

 

Flowerfield Road from Lake Drive to Lexington Avenue

 

AND WHEREAS, the Blaine construction cost for such improvement is $230,266.47 and the expenses incurred in the making of said improvements amount to be $76,415.83 making the Blaine total cost $306,682.30.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     The total Blaine cost of such improvement is hereby declared to be $306,682.30.

2.                     The amount to be assessed is hereby declared to be $107,053.83.  Pavement Management Program Fund (PMP) contribution is $199,628.47.

3.                     Assessments shall be payable in annual installments extending over a period of ten (10) years, the first of the installments to be payable on or before the first Monday in January 2017, and shall bear interest at the rate of four and five tenths percent (4.5%) per annum from the date of the adoption of the assessment resolution.

4.                     The City Manager shall forthwith calculate the proper amount to be specially assessed for such improvement against every assessable lot, piece, or parcel of land within the district affected without regard to cash valuation, as provided by law, and he shall file a copy of such proposed assessment in his office for public inspection.

5.                     The City Manager has notified the City Council that such proposed assessment has been completed and filed in his office for public inspection.

6.                     A hearing shall be held on the 1st day of September, 2016, in the Council Chambers at the Blaine City Hall at 8:00 PM, or as near that time as possible, to pass upon the proposed assessment at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment.

7.                     The City Manager shall give published and mailed notice of such hearing as required by law.
