INITIATE PROJECT AND ORDER PREPARATION OF FEASIBILITY REPORT FOR THE RECONSTRUCTION OF FLOWERFIELD ROAD FROM LAKE DRIVE TO LEXINGTON AVENUE, IMPROVEMENT PROJECT NO. 13-22
Background
The City of Lexington has expressed a desire to do a joint project with the City of Blaine to reconstruct Flowerfield Road from Lake Drive to Lexington Avenue
Flowerfield Road is an urban section road lying on the border between Blaine and Lexington. Both the Lexington (north) side of the road and the Blaine (south) side in the project area is predominantly residential housing with some commmercial/industrial land on both sides of the road near Lake Drive. The road is 30 feet wide with a mix of concrete curb and gutter and bituminous curb and has deteriorated to the point where a full reconstruction is needed. There is some storm sewer present and further investigation will determine if this will be adequate for the reconstructed road. Under the proposed project, Flowerfield Road would be reconstructed with concrete curb and gutter and storm sewer.
As a part of the Feasibility Report, a Joint Powers Agreement between the the City of Blaine and the City of Lexington will be developed to clarify such things as division of cost, design and contract administration responsibilities and other miscellaneous details. The City of Blaine portion of the proposed project would be funded by utilizing assessments to benefitting property owners and Pavement Management funds.
If approved, this resolution initiates the proposed reconstruction of Flowerfield Road project and orders preparation of a feasibility report.
Recommendation
By motion, approve the resolution.
Body
WHEREAS, the Blaine City Council proposes to reconstruct Flowerfield Road from Lake Drive to Lexington Avenue jointly with the City of Lexington; and
WHEREAS, it is proposed to assess the benefited properties for all or a portion of the costs of the improvements, pursuant to Minnesota Statutes Chapter 429.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine that the proposed improvements are hereby referred to the City Engineer to provide the Council with a Feasibility Report and to advise the Council in a preliminary way as to whether the proposed improvements are necessary, cost-effective, and feasible, and the estimated cost of the improvements as recommended.
