Background
Flowerfield Road, which lies within the corporate boundaries of both the City of Lexington and the City of Blaine, has exceeded its service life and has deteriorated to a point where it is difficult to maintain in a drivable condition and needs to be reconstructed.
 
The proposed joint project between the City of Lexington and the City of Blaine will reconstruct Flowerfield Road from Lake Drive to Lexington Avenue.  The work will consist of reclaiming the existing bituminous pavement, spot concrete curb and gutter replacement, installation of new concrete curb and gutter where not already present, minor storm sewer improvements, aggregate base, installation of new bituminous pavement and appurtenant construction.  
 
The estimated total cost of the project is $656,060.00.  The estimated cost split is $347,660 for the City of Lexington and $308,400 for the City of Blaine.  The City of Blaine costs are proposed to be funded by approximately $107,650 assessed to benefitting properties over a 10 year period and the remaining portion of approximately $200,750 to be paid from the City's Pavement Management Program Fund.  The project is necessary, cost-effective, feasible, and will result in a benefit for the properties proposed to be assessed.
 
Recommendation
By motion, adopt the resolution.
 
Body
WHEREAS, pursuant to Resolution No. 13-180 of the Blaine City Council, adopted on the 7th day of November, 2013, a report has been prepared by the City of Blaine Engineering Department with reference to the reconstruction of Flowerfield Road from Lake Drive to Lexington Avenue, and this report received by the Council on the 7th day of May, 2015, and
 
WHEREAS, on May 1, 2014, the Council approved a Joint Powers Agreement with the City of Lexington for the reconstruction of Flowerfield Road from Lake Drive to Lexington Avenue.
 
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
 
1.      The Council will consider the improvement in accordance with the report finding the improvement feasible, necessary, cost-effective, and resulting in a benefit to the properties proposed to be assessed, and will consider the assessment of benefiting property for all or a portion of the cost of the improvement pursuant to the Minnesota Statutes, Chapter 429, at an estimated total cost of the improvement to the City of Blaine of $308,400.00.
 
2.      A Public Hearing shall be held on such proposed improvement on the 4th day of June, 2015, at 8:00 PM in the Council Chambers of City Hall, and the City Clerk shall give mailed and published notice of such hearing and improvement as required by law.
