CONCUR WITH CITY OF LEXINGTON IN ACCEPTING A BID FROM HARDRIVES, INC. IN THE AMOUNT OF $584,960.90 FOR THE RECONSTRUCTION OF FLOWERFIELD ROAD FROM LAKE DRIVE TO LEXINGTON AVENUE, IMPROVEMENT PROJECT NO. 13-22
Background
Bids were received by the City of Lexington at 11:00 a.m., June 30, 2015, for Project No. 13-22. A total of five bids were received ranging from $584,960.90 to $739,560.50. The three lowest bidders are as follows:

Bids have been checked and tabulated by the City of Lexington and it has been determined that Hardrives, Inc. of Rogers, MN is the lowest bidder. The Engineering Department has worked with Hardrives, Inc. on previous contracts. I recommend the City of Blaine concur with the City of Lexington to accept the low bid and enter into a contract with Hardrives, Inc.
City Council is also asked to approve a 10% contingency to bring the total project budget to $643,457.00. The funding source for the City of Blaine portion of this project is a combination of assessments and City Pavement Management funds and there are sufficient funds to cover these costs.

WHEREAS, pursuant to advertisement for bids for Improvement Project No. 13-26, said bids were received on June 30, 2015 by the City of Lexington, opened and tabulated according to law, and the following three lowest bids were received complying with the advertisement:

AND WHEREAS, the City of Lexington has determined that Hardrives, Inc. of Rogers, MN is the lowest responsible bidder.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. The City of Blaine hereby concurs with the City of Lexington to accept the bid and enter into a contract with Hardrives, Inc. for the designated improvements in the amount of $584,960.90.
2. A 10% contingency is hereby approved to bring the total project budget to $643,457.00 and the Public Services Manager is hereby authorized to sign all change orders up to the authorized project budget amount.
