APPROVE PLANS AND SPECIFICATIONS AND ORDER ADVERTISEMENT FOR BIDS FOR THE PAVEMENT MANAGEMENT PROGRAM - 2015 BITUMINOUS OVERLAY (IMPROVEMENT PROJECT NO. 15-01) AND 2015 STREET RECONSTRUCTIONS (IMPROVEMENT PROJECT NO. 15-07)
Background
MN Statutes 429.021 Subd. 2 and 435.56 permit the combining of improvement projects. If approved, the attached resolution will combine the 2015 Bituminous Overlay project (Improvement Project No. 15-01) and the 2015 Street Reconstructions project (Improvement Project No. 15-07).
Plans and specifications for the combined projects have been prepared and are available for Council review in the Engineer's office.
The proposed bituminous overlay improvements include a 1½ inch bituminous overlay, full width and edge milling, spot curb replacement and appurtenant construction on various city streets. The estimated total cost of the overlay project is $426,200.00 with $127,197.26 proposed to be assessed over a five year period. The proposed assessment rate is a flat rate of $584.00 per residential lot unit or $11.69 per front foot for parcels zoned commercial/industrial and multi-family residential. The remaining portion of $299,002.74 is proposed to be paid from the City's Pavement Management Program funds.
The proposed street reconstruction improvements will partially reconstruct 3rd Street from 101st Avenue to approximately 400 feet north and 92nd Circle from Woodland Road to the cul de sac. The proposed improvements will include spot curb and gutter replacement, asphalt surface removal and replacement, aggregate base and appurtenant construction. The estimated total cost of the street reconstructions project is $125,500.00 with $34,528.73 proposed to be assessed over a 10-year period, using the unit method for residential properties and the front footage method for commercial/industrial/high density residential properties as identified in the Public Improvement Special Assessment Policy. Replacement of existing sanitary sewer structure castings/rings, at an estimated cost of $3,225.00, is proposed to be paid for by the City Public Utility Fund. The remaining portion of $87,746.27 is proposed to be paid from the City's Pavement Management Program funds.
The projects are necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed.
Recommendation
By motion, adopt the resolution.

WHEREAS, MN Statutes 429.021 Subd. 2 and 435.56 permit the combining of improvement projects; and
WHEREAS, the City Council has determined that these projects can be more economically completed if consolidated and joined as one project; and
WHEREAS, pursuant to Resolution Nos. 15-037 and 15-038 of the Blaine City Council, adopted on the 19th day of March, 2015, the Engineering Department has prepared plans and specifications for the following improvements:
A 1-1/2 inch bituminous overlay, full-width and edge milling, spot curb repair and appurtenant construction on various city streets.

Spot curb and gutter replacement, asphalt surface removal and replacement, aggregate base and appurtenant construction for 3rd Street from 101st Avenue to approximately 400 feet north and 92nd Circle from Woodland Road to the cul de sac.
AND WHEREAS, pursuant to MN Statutes 429.021 Subd. 2 and 435.56, the Engineering Department has presented combined plans and specifications for Improvement Project Nos. 15-01 and 15-07 to the City Council for their approval.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. Pursuant to MN Statutes 429.021 Subd. 2 and 435.56, such combined plans and specifications for Improvement Project Nos. 15-01 and 15-07, copies of which are filed in the City Engineer's office, are hereby approved.
2. The City Manager shall prepare and cause to be inserted in the official newspaper of the City an advertisement for bid for the making of such improvements pursuant to the approved plans and specifications.
3. Such advertisement for bids shall call for sealed bids to be received on the 21st day of April, 2015, in compliance with Notice to Contractor for the advertisement for bids.
