Executive Summary
The City received a petition dated 9-7-2022 from Capital Partners, requesting the vacation of all the drainage and utility easements as described in Doc. No. 1526102, and all of the perpetual ponding and flowage easements as described in Doc. No. 1604851 and Doc. No. 1998956.001; according to the recorded plat thereof, Anoka County, Minnesota, as shown in Exhibit A (attached).
Background
The property will be replatted to account for the new drainage and utility easements, therefore the existing drainage and utility easements will no longer be needed. Engineering staff has reviewed the request and agrees with the vacation.

WHEREAS, the City Council has received a petition dated the 7thday of September, 2022, requesting vacation of all of the drainage and utility easements as described in Doc. No. 1526102, and all of the perpetual ponding and flowage easements as described in Doc. No. 1604851 and Doc. No. 1998956.001; according to the recorded plat thereof, Anoka County, Minnesota, as shown in Exhibit A (attached); and
WHEREAS, the Engineering Department has reviewed the petition and recommends that the City Council hold a Public Hearing on the requested vacation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine as follows:
1. The Council will consider the petitioned vacation of easements for the property owners.
2. A Public Hearing shall be held on the proposed vacation at 7:30 PM on the 17th day of October, 2022 and the City Clerk shall give mailed and published notice of such hearing and vacation as required by law.
