Accept Bid from Albrecht Company in the amount of $307,030.00 for the Lexington Avenue Monument Signage, Improvement Project No. 21-62
Executive Summary
The City Council approved plans and specifications and ordered advertisement for bids for the Lexington Avenue Monument Signage project on July 7, 2021 with Resolution 21-146.
The project will consist of furnishing and installing monument signage at the following:
Pheasant Ridge Business Park
Sanctuary Preserve
Lexington Athletic Complex
The contract is for the installation of all three signs. Please note that the sign at the Pheasant Ridge Business Park is being funded by the EDA. The EDA will take up a separate action for this sign at their meeting also on 9/8/21.
Background
Bids were received electronically at 10:00 AM, August 26, 2021, for Project No. 21-62. A total of 5 bids were received ranging from $307,030.00 to $395,200.00. Not included in the bid is the cost to install electric services to each sign and will be done separately by Connexus Energy. The overall bid tabulation is attached.

Bids have been checked and tabulated, and it has been determined that Albrecht Company of Roseville, Minnesota is the lowest bidder. Staff has not worked with Albrecht Company, but they have worked with other local municipalities. Staff recommends the low bid be accepted and a contract entered into with Albrecht Company.
City Council is also asked to approve a 10% contingency to bring the total project budget to $337,733.00. The funding source for this project is Park Fund and Open Space Fund, and there are sufficient funds to cover these costs. The Pheasant Ridge Business Park sign will be funded by the EDA.

WHEREAS, pursuant to advertisement for bids for Improvement Project No. 21-62, said bids were received on August 26, 2021, electronically opened and tabulated according to law, and the following three lowest bids were received complying with the advertisement:

AND WHEREAS, Albrecht Company of Roseville, Minnesota is the lowest responsible bidder.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. The Mayor and City Manager are hereby authorized and directed to enter into a contract with Albrecht Company for the designated improvements in the amount of $307,030.00.
2. A 10% contingency is hereby approved to bring the total project budget to $337,733.00 and the Senior Parks and Recreation Manager is hereby authorized to sign all change orders up to the authorized project budget amount.
3. The City Clerk is hereby authorized and directed to return forthwith to all bidders the bid bonds submitted with their bids, except the three lowest bidders. The bid bond of the successful bidder will be retained until the performance and payment bonds have been executed and approved, after which the bid bond will be returned.
