ORDER IMPROVEMENT AND ORDER PREPARATION OF PLANS AND SPECIFICATIONS FOR THE PARTIAL RECONSTRUCTION OF JEFFERSON STREET FROM 125TH LANE TO THE NORTHERN CITY LIMITS, IMPROVEMENT PROJECT NO. 13-18
 
Background
This public hearing was continued from April 3, 2014.  City Council continued the public hearing to take additional comments from adjacent property owners on the location of proposed sidewalk.  Property owners were notified of the continued public hearing.  
 
The proposed improvements include spot concrete curb and gutter replacement, installation of concrete sidewalk, storm sewer structures, asphalt surface, traffic control signage, striping, and appurtenant construction for Jefferson Street from 125th Avenue to the northern city limits.  The estimated total cost of the project is $938,150, of which $58,335 is proposed to be assessed over a ten-year period.  Replacement of existing sanitary sewer castings/rings, estimated cost of $810, is proposed to be paid for by the City Public Utility Fund.  The remaining portion of $879,005 is proposed to be paid from the City's Municipal State Aid Street Fund and the City's Pavement Management Program Fund.  The project is necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed.

Recommendation
Conduct public hearing and, by motion, approve the resolution.
 
Body
WHEREAS, Resolution No. 14-040 of the Blaine City Council, adopted on the 6th day of March, 2014, ordered a public hearing on the proposed project; and
 
WHEREAS, the required notices were published and mailed to benefiting property owners, and the public hearing was held on the 3rd day of April, 2014 and continued to the 1st day of May, 2014, at which time all persons desiring to be heard were given an opportunity to be heard.
 
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
 
1.      Such improvements are hereby ordered as proposed in the Feasibility Report, which was accepted by Resolution No. 14-040 adopted on the 6th day of March, 2014.
 
2.      The City Engineer is hereby designated as the Engineer for this improvement and is directed to prepare plans and specifications for the making of this improvement.
 
3.      The contract shall be awarded no later than April 30, 2015.
