INITIATE PROJECT AND ORDER PREPARATION OF FEASIBILITY REPORT FOR THE PARTIAL RECONSTRUCTION OF JEFFERSON STREET FROM 125TH AVENUE TO THE NORTHERN CITY LIMITS, IMPROVEMENT PROJECT NO. 13-18
 
Background
Staff annually reviews the City of Blaine's Municipal State Aid Street (MSAS) account.  The review takes into consideration current and near future obligations to State and County improvement projects that are eligible to utilize City MSAS funds.  After the 2014 allotment from the State, the MSAS account fund will have approximately $3 million available for improvements to the City's local state aid street system.  The MSAS account fund balance is approaching an amount where the City will be penalized for future distributions from the State if a portion of the funds are not used.
 
Staff has reviewed several eligible state aid streets that have reached or surpassed their 20-year life cycle and are in poor to very poor condition.  These projects were reviewed at the September 12, 2013 Council Workshop.  Staff is recommending for 2014 the partial reconstruction of Jefferson Street from 125th Avenue to the northern city limits.  The proposed project would be funded by utilizing the available funds in the MSAS account along with Pavement Management Program funds, Public Utility funds, and assessments to benefitting properties.  The benefitting residential properties under the current assessment policy would be assessed 25% of the actual costs of a residential street.
 
If approved, Resolution No. 13-171 initiates the proposed partial reconstruction of Jefferson Street project and orders preparation of a feasibility report.
 
Recommendation
By motion, approve the Resolution.
 
Body
WHEREAS, the Blaine City Council proposes to partially reconstruct the Jefferson Street from 125th Avenue to the northern city limits; and
 
WHEREAS, it is proposed to assess the benefited property for all or a portion of the costs of the improvements, pursuant to Minnesota Statutes Chapter 429.
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that the proposed improvements are hereby referred to the City Engineer to provide the Council with a Feasibility Report and to advise the Council in a preliminary way as to whether the proposed improvements are necessary, cost-effective, and feasible, and the estimated cost of the improvements as recommended.
