Executive Summary
The Public Hearing for the proposed improvement project was held on December 19, 2022, and the City Council ordered the preparation of plans and specifications with Resolution No. 22-207. The proposed project will reconstruct the following streets:
• 90th Avenue from Polk Street to cul-de-sac
• 90th Lane from Polk Street to Fillmore Street
• 91st Avenue from Polk Street to Pierce Street
• Taylor Street from 90th Lane to 91st Avenue
• Fillmore Street from 90th Lane to 91st Avenue
• Pierce Street from 89th Avenue to 91st Avenue
• 3rd Street from 90th Avenue to 90th Lane
• 6th Street from 90th Avenue to 90th Lane
• 90th Avenue from 3rd Street to 6th Street
• 90th Lane from University Avenue to 7th Street
• 92nd Avenue from University Avenue to 3rd Street
• 92nd Lane from University Avenue to 3rd Street
• 3rd Street from cul-de-sac to 92nd Lane
Background
This action is the next step in the series of approvals under the MN Statutes, Chapter 429 for municipal street construction projects that include assessments.
The proposed improvements include full reconstruction to the city standard residential street with concrete curb and gutter and is further explained in the feasibility report. Additional proposed improvements on the above streets also include replacement of certain water main valves and hydrants, traffic control signage, storm sewer installation, and appurtenant construction.
Plans and specifications have been prepared as directed and are available for Council review in the Engineering Department.
The next Regular Agenda Administrative Action Item for the City Council will be the receipt of the bids and award of the construction project.

Financial Impact
The project is identified in the Pavement Management 5-Year Capital Improvement Plan and will be initially funded from the proceeds of bonds to be issued in 2023, The bonds will be paid through a combination of annual tax levies and special assessments to be levied against the benefitting properties.
Public Outreach/Input
The project is being conducted pursuant to MN Statutes, Chapter 429 and is compliant with all public notification requirements thereof.

Body
WHEREAS, pursuant to Resolution No. 22-207 of the Blaine City Council, adopted on the 19th day of December, 2022, Plans and specifications have been prepared for the 2023 Southwest Area Street Reconstructions; and
WHEREAS, the Engineering Department has presented such plans and specification to the City Council for their approval.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine as follows:
1. Such plans and specifications, copies of which are filed in the Engineering Department, are hereby approved.
2. The City Clerk shall prepare and cause to be inserted in the official newspaper of the City an advertisement for bid for making of such improvements pursuant to the approved plans and specifications.
3. Such advertisement for bids shall call for sealed bids to be received in compliance with Notice of Contractor for the advertisement for bids.
