Executive Summary
Pursuant to the City’s purchasing rules, Staff is bringing forward the attached quotes for playground equipment from Landscape Structures and playground installation by Flagship Recreation at Sunrise Pond Park.
Background
The City Council discussed the Sunrise Pond Park playground at the January 4, 2023, Council Workshop meeting. The Council consensus was to move forward with the Sunrise Pond Park project. During the December 5, 2022, Council meeting, Finance presented the preliminary Capital Improvement Program which included budgets for all projects proposed in 2023.The Council approved the 2023 Parks Capital Improvement Program budget which appropriated $850,000 for the Sunrise Pond Park project. The project also had $125,000 allocated for 2022 that will carry over to 2023 for a total budget of $975,000.
Utilizing cooperative purchasing contracts (which allows the city to set aside the bid process and instead employ the state bid process), Parks and Recreation staff requested a quote for playground equipment provided by Landscape Adventures and playground installation by Flagship Recreation for Sunrise Pond Park. The quoted cost of the playground equipment is $457,763. The quoted cost of the installation is $237,988. Staff recommends accepting the quotes for a total project cost of $695,751 and include a 5% contingency bringing the total to $730,538. The quote includes the following:

Staff, under the cooperative purchasing contract of U.S. Communities Government Alliance would utilize the USGA pricing structure and purchase the playground equipment line manufactured by Landscape Structures and supplied by Flagship Recreation. Using the USGA cooperative will save the city over $28,400. As part of the process, staff met with Flagship Recreation to develop design concepts for the park. Staff presented the park options to the Park Board in which they recommended the attached design.

Board/Commission Review
The Park Board reviewed the project at the January 24, 2023, meeting. The board recommended that the City Council proceed with the project.
Financial Impact
Council appropriated $850,000 in the 2023 Parks Capital Improvement Program budget that was adopted in December of 2022. Adequate funds are available to complete this project. Sunrise Park represents the city’s 66th park. Long-term planning has allowed city staff to incorporate this new park into both its staffing and parks maintenance plans.

Reviewed by Park Board at its January 24 meeting. No additional outreach required.
Staff Recommendation
By motion, accept quotes for playground equipment from Landscape Structures and playground installation by Flagship Recreation at Sunrise Pond Park for a total of $695,751 plus 5% contingency for a total cost of $730,538.
