Executive Summary

Council is requested to approve a contract amendment for professional services for construction oversight for the Water Treatment Plant No. 4, Improvement Project No. 19-11. 

 

Background

The consultant team of Barr Engineering and Bolton & Menk (led by Barr Engineering) was awarded the contract for design and construction support for the new Water Treatment Plant No. 4 (WTP4) on May 17, 2018 with Resolution 18-100.  The contract was later amended by the City Council with Resolution 19-86 on June 03, 2019 to accommodate changes to the original design scope that were requested by the City.  At the time of that amendment, Barr had budgeted 25 months for construction oversight and administration time and 6 months of operations assistance.  These budgeted times were based on an estimated date of substantial completion for construction of WTP4 of March 30, 2021 and a final completion date of September 31, 2021.

 

After the project was bid and awarded to Gridor Construction, Inc. the contract signed with Gridor identified the actual substantial completion date as June 31, 2021 and the final completion date as December 31, 2021.  Due to a multitude of factors, some due to the COVID pandemic, construction delays led to the treatment plant not being substantially complete until August 23, 2021. 

 

The changes to the substantial and final completion dates and further delays in completing construction resulted in the need for additional construction oversight time spent on site for the Barr/Bolton & Menk team beyond what was identified in their original budget.  As a result, the Barr contract was amended by the City Council on November 1, 2021 with Motion 21-60.  The amendment anticipated a final completion date of December 31, 2021. 

 

Gridor is still working on punch list items and has not yet reached final completion.  This has resulted in Barr/Bolton & Menk having to spend additional oversight time beyond what was anticipated in the previous contract amendment.  Barr is requesting an amendment to the contract in the amount of $89,000.00 to cover all remaining construction oversight, project closeout and operational assistance.  Details and cost breakdown of this extra work is included in the attached amendment request.

 

The Barr/Bolton & Menk team has worked diligently over the past three years to ensure that the construction of WTP4 meets the high standards expected by the City of Blaine.  They have worked closely with staff throughout the project to ensure that the City of Blaine is getting an exceptional water treatment plant that will serve the City’s needs well into the future.  Staff has reviewed the request in detail and is in agreement that all costs are reasonable and justified.

 

City Council is asked to approve a contract amendment in the amount of $89,000.00 to cover the additional construction oversight time necessary to accommodate the extended construction schedule.  The funding source for this project is Water Utilities and there are sufficient funds to cover these costs.

This project aligns with the City’s strategic plan goal of well-maintained infrastructure by providing high quality drinking water.

Financial Impact

The funding source for these improvements will be the Water Utility Enterprise fund.

 

The construction contract included an approved contingency of $995,400.00 of which only $630,565.00 has been needed leaving an approved budgeted amount of $364,835.00.  Therefore, sufficient funding is available within the overall approved project budget to cover this additional $89,000.00 cost in the construction support contract.

Staff Recommendation

By motion, approve the amendment the contract with Barr Engineering Company for additional construction administration services in the amount of $89,200.00 and authorize the City Manager to sign the amendment to the contract.
