Executive Summary
Authorize the Mayor and City Manager to enter into a Professional Services Contract with Bolton & Menk for preliminary survey and design services related to intersection improvements at Ulysses Street and 117th Avenue.
Background
In 2019, the Traffic Commission ordered that this intersection be evaluated for safety in its current condition and future needs. The city then hired Bolton & Menk to conduct an Intersection Control Evaluation (ICE) of the intersection of Ulysses Street and 117th Avenue based on the exiting conditions and the new development that was being proposed at or near this intersection.
This Intersection Control Evaluation report results were discussed with the council at a workshop on March 2, 2020. At that time the council directed staff to incorporate the proposed improvements recommended from the Traffic Commission of a modified roundabout from the study into the 5-year capital Improvement Plan. It was identified as a 2023 construction project.
To keep this project on the proposed schedule of construction in 2023, the survey and design need to start this fall. Staff has asked Bolton & Menk to provide a proposal to provide these services as they conducted the original study and are currently in the city approved engineering pool.

Financial Impact
Funding for this project will be paid for from the city’s Municipal State Aid (MSAS) fund, this will include the surveying and design cost as proposed.
Public Outreach/Input
No public outreach/input is needed for this approval. Staff does anticipate additional outreach in the future as the project is developed.
Staff Recommendation
By motion, authorize the Mayor and City Manager to enter into a contract with Bolton & Menk in the amount of $198,459 for preliminary survey and design services for the Ulysses Street and 117th Avenue Intersection Improvement project. In addition, authorize a 10% contingency to bring the total requested budget to $218,300 and authorize the City Manager or their designee to sign all change orders up to the authorized project budget amount.
