Executive Summary
The Happy Acres Site Improvements budget was approved on December 7, 2020. The budget amount for the parking lot expansion of the project was $525,000. The stormwater budget for the project was $125,000. On March 29, 2022, the City received bids for the project and at the July 18, 2022 City Council meeting Council rejected the bids for the Happy Acres Park Site Improvements project. The low bid was $823,803. Staff worked with SRF Consulting to revise the scope and list the stormwater portion of the project as an alternate bid. New bid documents were created and advertised for contractors.
Background
Bids were received electronically at 2:00 PM on August 4, 2022 for the project. The base bid encompassed the parking lot and all its components. A bid alternate was listed for all the stormwater work on the west side of the park. A total of 6 bids were received ranging from $809,046 to $1,223,533 for the base and alternate bids. The Engineer’s estimate for all the bid items for construction and three lowest bidders are as follows:

Bids were checked and tabulated, and it has been determined that Forest Lake Contracting of Columbus, Minnesota is the lowest bidder. The Parks and Recreation Division has worked with Forest Lake Contracting on previous contracts. Staff recommends council accept the low bid and execute a contract with Forest Lake Contracting.
City Council is also asked to approve a 5% contingency for the project to bring the total project construction budget to $850,000. The funding source for this project is park dedication fees from the Parks Development Capital Improvement Program. The Parks Development Fund has exceeded projections in park dedication fees for 2022 and is currently $800,000 over the projected revenue budget. Finance has vetted this project and confirmed that sufficient revenues and fund reserves exist in the Parks Development Fund to support this project.

Board/Commission Review
This project was approved in the 2020 Parks Capital Improvement Program budget as well as the 2022 Parks Capital Improvement Program. The Park Board voted to recommend to the City Council to proceed with the site improvements at Happy Acres and amend the Parks Capital Improvement budget for the cost of the project. The project would be funded with park dedication fees from the Parks Development Fund. The fund has adequate reserves to finance the project.
Staff Recommendation
By motion, accept both the bid and alternate bid from Forest Lake Contracting for the Happy Acres Site Improvements project and adopt the resolution amending the Parks CIP budget.

WHEREAS, sound budgeting principles promote appropriating necessary funds required to accomplish approved objectives; and
WHEREAS, sound budgeting principles also promote providing for contingencies and unforeseen emergencies to not prevent objectives from being met; and
WHEREAS, appropriations were made in 2022 sufficient for anticipated activity within the Parks Development Fund for the Happy Acres Site Improvements Project; and
WHEREAS, the COVID-19 pandemic hit Minnesota in March 2020; and
WHEREAS, the cost of the materials and labor to complete the Happy Acres Site Improvements Project increased significantly in the post-COVID-19 pandemic economy; and
WHEREAS, the State of Minnesota took action to mitigate the spread of the pandemic, including the closure of certain businesses and activities; and
WHEREAS, funds are on-hand and available in the Parks Development Fund and Stormwater Fund for this project. Funds will be brought forward for budget amendment in December 2022.
NOW THEREFORE BE IT RESOLVED that the City Council of Blaine amends the 2022 Parks Development budget, increasing the appropriation for the Happy Acres Site Improvements Project from $525,000 to $713,000. The Stormwater budget amends increasing the appropriation from $125,000 to $137,000.
