Executive Summary
Council is requested to approve a contract for professional services for preliminary design and preparation of a feasibility report for the 2023 Northwest Area Street Reconstructions, Improvement Project No. 23-06.
Background
The Engineering Department has identified three separate street improvement projects for the 2023 pavement management program. For each of these projects, staff requested a letter of proposal from an engineering firm that is in the consultant pool that the City Council adopted on August 2, 2021 with Motion 21-114.
The 2023 Northwest Area Street Reconstruction Improvement Project, Improvement Project No. 23-06, includes the following streets:
Area 1:
• 127th Avenue (from cul-de-sac to Polk Street)
• 127th Lane (from Monroe Street to Polk Street)
• 129th Lane (from 175’ west of Tyler Street to Polk Street)
• Tyler Street (from 127th Lane to 129th Lane)
• Polk Street (from 126th Avenue to cul-de-sac)
Area 2:
• 131st Avenue (from Jefferson Street to Taylor Street)
Short Elliott Hendrickson Inc. (SEH) has provided the requested letter of proposal for the 2023 Northwest Area Street Reconstruction Improvement Project, Improvement Project No. 23-06. The proposal, in the amount of $47,660, is for preliminary design and preparation of a feasibility report for the project. Staff reviewed the proposal, compared it with previous proposals for similar projects, and determined that the fees are justified and reasonable. After completion of the feasibility report and upon ordering the improvements, a contract for final design and construction services would be negotiated with Short Elliott Hendrickson Inc. (SEH).
This project will be funded through proposed project assessments, Pavement Management Program funds and Public Utility funds.

Financial Impact
The funding source for these improvements will be project assessments, Pavement Management Program funds and Public Utility funds.

The project, if ordered, will comply with all public notification requirements pursuant to MN Statutes, Chapter 429.
Staff Recommendation
By motion, authorize the Mayor and City Manager to enter into a contract with Short Elliott Hendrickson Inc. (SEH) in the amount of $47,660 for preliminary design and preparation of a feasibility report for the 2023 Northwest Area Street Reconstruction Improvement Project, Improvement Project No. 23-06. In addition, authorize a 10% contingency to bring the total project budget to $52,426 and authorize the City Manager or their designee to sign all change orders up to the authorized project budget amount.
