Executive Summary

Installation of regulatory stop signs requires authorization by City Council.  The regulatory signs proposed meet warrants established in the Minnesota Manual of Uniform Traffic Control Devices (MMUTCD).  Intersections are reviewed for the type of regulatory sign to install and stop signs are generally installed on side street intersections with main through streets.

 

This resolution will replace the existing yield sign on eastbound 111th Avenue at Fillmore Street with a stop sign.

 

Background

The intersection of 111th Avenue and Fillmore Street is currently configured with a yield sign for eastbound traffic on 111th Avenue at Fillmore Street and a stop sign for westbound traffic on 111th Avenue at Fillmore Street. 

 

During the Night to Unite on August 2, 2022 the Blaine Police Department heard from residents in this neighborhood that the yield sign was causing near misses with the increased traffic due to the new development to the north on Fillmore Street and residents asked if it could be changed to a stop sign.

 

Engineering staff has reviewed the intersection and confirms that this configuration is not what would typically be found at intersections throughout the city in residential areas.  A more typical intersection control layout, that would conform with the MMUTCD, would be for the cross street (111th Avenue) to have stop signs for both eastbound and westbound traffic at the through street (Fillmore Street). 

 

Engineering staff is recommending that the City Council authorize the installation of a regulatory stop sign on eastbound 111th Avenue at Fillmore Street.

Body

WHEREAS, the City Council is cognizant of providing regulation of vehicular traffic in a safe and responsible manner; and

 

WHEREAS, City Ordinance requires a Council Resolution specifying the placement of regulatory signs; and

 

WHEREAS, the regulatory signs are considered to meet warrants for traffic control established in the Minnesota Manual on Uniform Traffic Control Devices.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine that regulatory sign is hereby authorized to be installed as follows:

 

Ø                     Stop sign on 111th Avenue (eastbound) at Fillmore Street
