Executive Summary

The Festival Committee would like to donate an additional $500,000 for the construction of a band shell in Aquatore Park. Representatives of the Committee will be presenting a check for that amount to the Council at the August 15 meeting. This would bring total contributions from the Blaine Festival Committee for the bandshell project to $650,000.

 

Background

On September 9, 2020, the Blaine Festival Committee donated $150,000 to the City of Blaine towards construction of a new band shell at Aquatore Park. The stipulation at that time was that the construction of the band shell would begin within three years, or the Festival Committee could re-direct their funds to a different organization. The City Council, Parks and Recreation Department, Blaine Festival Committee and ISG and Associates have been working on a final design of the band shell.  A presentation, with updated design options, will be made to the council at a future workshop.

While not a specific strategic initiative, a bandshell does align with the Strategic Plan priority of well-maintained buildings and park facilities.

Financial Impact

The construction of a band shell in Aquatore Park, while identified in the Parks Master Plan, was not a component of the City’s capital plan when the original donation from the Festival Committee was made. The Committee’s willingness to provide funding for up to half the cost of the band shell allows for the band shell project to occur at this time and preserve funding for other parks improvements that have been identified in the Parks Capital Improvement Plan.

Staff Recommendation

By motion, adopt the following resolution accepting a donation of $500,000 for the construction of a band shell in Aquatore Park.

WHEREAS, The Blaine Festival Committee wishes to donate an additional $500,000 towards the construction of a band shell in Aquatore Park bringing their total donation to $650,000; and

 

WHEREAS, The Blaine Festival has indicated the potential to make additional donations for up to half of the cost of a band shell in Aquatore Park; and

 

WHEREAS, The Blaine City Council is extremely appreciative of the donation; and

 

WHEREAS, The Blaine Festival is willing to donate additional funds towards a band shelter under the condition that if a band shell is not scheduled for construction within three years of September 9, 2020, the Blaine Festival is able to re-direct the already donated funds to other eligible items of their choice; and

 

WHEREAS, funds donated by the Blaine Festival towards the band shell have allowed design of the project to happen.

 

                      NOW, THEREFORE, BE IT RESOLVED, that the Blaine City Council accept the donation of $500,000 from the Blaine Festival for the construction of a band shell in Aquatore Park and to keep these funds separate from other donated funds to allow the Blaine Festival to re-direct these funds to another organization if sufficient progress on the construction of a band shell is not made by September 9, 2023.
