Executive Summary
The City received a petition dated June 27, 2022 from Daniel & Susan Heathfield and Gene and Gloria Perry, requesting the vacation of the existing drainage and utility easement of Lot 51, Block 6 and Outlot 3 of Donnay’s Oak Park 12th Addition and Lot 11, Block 2 of Oak Park Estates; according to the recorded plat thereof, Anoka County, Minnesota, as shown in Exhibit A (attached).
Background
The properties will be replatted to account for the new drainage and utility easements, therefore the existing drainage and utility easements will no longer be needed. Engineering staff has reviewed the request and agrees with the vacation.

WHEREAS, the City Council has received a petition dated the 27th day of June, 2022, requesting vacation of the existing drainage and utility easement on Lot 51, Block 6 and Outlot 3 of Donnay’s Oak Park 12th Addition and Lot 11, Block 2 of Oak Park Estates; and
WHEREAS, the required public hearing notices were published and mailed, and the public hearing was held on the 15th day of August 2022, at which time all persons desiring to be heard were given an opportunity to be heard.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine as follows:
1. The vacation of the existing drainage and utility easement around the perimeter of Lot 51, Block 6 and Outlot 3 of Donnay’s Oak Park 12th Addition and Lot 11, Block 2 of Oak Park Estates.
