Executive Summary
Staff requests Council approval to amend the contract with TKDA for professional engineering services for the next phase of the contract for the TH 65 Access Improvements, Project Number 21-01. This next phase completes work necessary to complete the Level 1 Staff Approved Layout.
Background
The City Council approved a contract with TKDA on April 19, 2021 to perform the environmental review and documentation of the TH 65 Access Improvements as the initial phase toward these projects. This Phase 1 contract addresses the environmental review of the TH 65 Section 2 corridor. The final product of this phase is the selection of a Preferred Alternative.
Additional evaluation was required which resulted in Alternative 1A as the Selected Alternative for the project. This work was approved by MO 22-031 on February 7, 2022.
Staff will review the Selected Alternative and produce a Level 1 Staff Approved Layout. Work involved at this stage includes:
- Meetings with property owners from whom staff will negotiate the purchase of easements or right of way
- Additional Project Management Team meetings
- Submittal of a Technical Memorandum for the Non-programmatic Categorical Exception (CatEx) approval process
- Noise modeling, impact and mitigation analysis, engagement, and delivery of final Noise Impacts Report.
- Cost Estimation for the approved layouts at a preliminary design level
- Analysis of Arterial Intersection Operation for eight intersections impacted by the project
- Preliminary Traffic Management Plan worksheets and reports.
Deliverables and Future Phases
Upon completion of this phase will produce a layout at a 20%-30% design level for the full corridor that will be a cohesive once fully built. Construction phasing and timelines are dependent on the amount of funding that is secured and the years in which the funding is available. To date, staff anticipates the West Frontage Road could begin construction in 2024 and the 99th Avenue intersection in 2025 if the project receives additional State of Minnesota Bonding next year.
Staff anticipates requesting new consultant proposals for the final design and construction phases for the each of the intersection projects. Staff will not amend the results of the work that produces the Level 1 Approved Layout.
Strategic Plan Relationship
Improvements to TH65 are identified as a priority in Blaine’s Strategic Plan. Additionally, this project is part of the City’s strategic initiative to have a well-maintained infrastructure by improving safety and reducing congestion of the main corridor through Blaine.

Staff Recommendation
By motion, approve the amendment the contract with TKDA for additional services in the amount of $1,943,628, and authorize the City Manager to sign the amendment to the contract.
