Executive Summary
Staff requests Council approval to amend the contract with TKDA for professional engineering services to expand scope of the Phase 1 contract for the initial stage of environmental review and documentation of the TH 65 Access Improvements, Project Number 21-01.
Background
The City Council approved a contract with TKDA on April 19, 2021 to perform the environmental review and documentation of the TH 65 Access Improvements as the initial phase toward these projects. This Phase 1 contract addresses the environmental review of the TH 65 Section 2 corridor. The final product of this phase is the selection of a Preferred Alternative.
Additional options were determined during project development that better addressed the goals of the project and therefore required a deeper level of analysis. Specifically;
• Three (3) additional Project Management Team (PMT) meetings. The PMT is comprised of representatives of FHWA, multiple MnDOT divisions, Anoka County, City of Blaine, and multiple consultant teams.
• Additional coordination meetings between the agencies and property owners (2) and with the neighborhood (1) for outreach.
• Concept development, design refinement, constructability, and cost estimates for Alternative 1A determined after the original contract scope was initiated.
• Additional traffic analysis and subsequent refinement of lane/intersection geometry for Alternative 1A.
City Council is asked to approve a contract amendment in the amount of $246,792 to cover the expanded Scope of Work.
Strategic Plan Relationship
Improvements to TH65 are identified as a priority in the City Strategic Plan. Additionally, this project is part of the City’s strategic initiative to have a well-maintained infrastructure by improving safety and reducing congestion of the main corridor through Blaine.

Financial Impact
With approval of this amendment, the budget for this phase is as follows:
Initial contract $ 976,825
Approved Contingency $ 96,675
Contract Amendment $ 246,792
$ 1,320,292
These expenditures will be reimbursed by the $1.5 million 2020 grant from the state legislature to Anoka County for the environmental review of the entire section 2 corridor. On February 1, 2021 the City and County entered into a Joint Powers Agreement for the use of these funds.

Staff Recommendation
By motion, approve the amendment the contract with TKDA for additional services in the total not to exceed amount of $1,320,292, an increase of $246,792, and authorize the City Manager to sign the amendment to the contract.
