Background

Nordeast Resale currently provides estate sales and business auctions with items stored at the seller’s location. They are seeking to expand their offerings to warehouse items at their new location at 9999 Goodhue Street and sell through online auctions. Winning bidders would pick up their purchase at the warehouse. This will allow them to provide services to sellers who are unable to host a sale at their location. When auction pickups are not occurring, the space will be used for warehousing and office.

 

Online purchase pick up location was added as a conditional use permit to the industrial zones as part of the 2020 zoning code revision. A CUP is required to ensure that parking is adequate for the proposed use and that the potentially large quantity of traffic does not adversely impact neighboring properties and businesses.

 

The applicant’s narrative outlines their proposed business model and indicates that 2-5 auctions would occur per month with a pick-up timeframe of 11AM to 6PM. A site plan has been provided showing the parking spaces associated with the lease area. There are 16 stalls shown that are currently striped. The landlord has indicated that other stalls may also be used when not in use by other vehicles.

 

Conditions have been included in the attached resolution obligating the operator to modify pick up procedures, if needed, to prevent impact to the surrounding businesses from traffic, parking, and circulation issues.

                     WHEREAS, an application has been filed by Nordeast Resale LLC as Conditional Use Permit Case File No. 22-0002; and

 

                     WHEREAS, said case involves the land described as follows:

 

Lot 9 Block 2 BLAINE INDUSTRIAL SQUARE 2ND

 

                     WHEREAS, the Blaine City Council has reviewed said case on February 7, 2022.

 

                     NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a Conditional Use Permit is hereby approved per Section 31.24(q) of the Zoning Ordinance to allow for an online purchase pickup location in an I-2 (Heavy Industrial) zoning district with the following conditions:

 

1.                     Auctions to be conducted as described in the narrative submitted on January 5, 2022 attached to the staff report dated February 7, 2022.

2.                     No more than 60 auctions may be held in a year with pick up at this location.

3.                     The applicant is required to manage parking demand by expanding pick up timeframes or otherwise modifying pick up procedures if necessary to reduce the parking need at any particular time.

4.                     The applicant is required to manage circulation to ensure access to other tenant spaces in the building is maintained through the use of directional signage, directing traffic within the parking lot, and/or modifying pick up procedures if necessary.

5.                     The applicant must obtain a certificate of occupancy prior to occupying the space.

6.                     Any expansion of the use beyond the 9999 Goodhue Street tenant space would require a CUP amendment.

7.                     No outside storage is permitted except for vehicles associated with the warehousing use as allowed by 31.22 (b) not to exceed one truck per bay or dock door.
