Executive Summary

Council is asked to receive the feasibility report for the 2022 Street Reconstructions, Improvement Project No. 22-04 and order a public hearing. 

 

Background

At the September 20, 2021 City Council meeting, Council initiated the 2022 Street Reconstructions project and ordered the preparation of a feasiblity report. The 2022 Street Reconstruction project consists of reconstruction of the following streets:

 

                     123rd Avenue from Buchanan Street to Ulysses Street

                     124th Court from West cul-de-sac to Buchanan Street

                     124th Lane from Pierce Street to Buchanan Street

                     Pierce Street from 123rd Avenue to 124th Lane

                     Buchanan Street from Paul Parkway to 124th Lane

                     126th Avenue from Polk Street to Taylor Street

                     126th Lane from Taylor Street to Buchanan Street

                     127th Avenue from Taylor Street to Buchanan Street

                     127th Lane from Taylor Street to Central Avenue

                     Polk Street from 125th Avenue to 126th Avenue

                     Taylor Street from 126th Avenue to 129th Avenue

                     Buchanan Street from 126th Avenue to 127th Lane

                     129th Avenue from ~180` west of Isanti Street to Radisson Road

 

The project area consists of a mix of city streets with concrete curb and gutter and a State Aid collector route.  The proposed improvements include concrete curb and gutter repair and replacement, minor storm drainage improvements, spot water main repair, asphalt surface replacement, traffic control signage replacement, and appurtenant construction.

 

The estimated cost of these proposed improvements is $5,290,576.00 with $1,316,392.00 to be assessed to the benefitting properties over a 15-year period.  Replacement of existing sanitary sewer castings/rings at an estimated cost of $90,585.00 and replacement of malfunctioning gate valves and broken access valve boxes at an estimated cost of $134,393.00 is proposed to be paid for by City Public Utility Funds. The remaining portion of $3,749,206.00 is proposed to be paid from the City’s Pavement Management Program Fund and Municipal State Aid Funds. 

 

The proposed project is necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed.

Financial Impact

The project will be funded by a combination of assessments, bond proceeds placed in the City Pavement Management Program fund, Public Utility Funds, and Municipal State Aid funds. There are sufficient funds to cover these costs.

 

Public Outreach/Input

The project is being conducted pursuant to MN Statutes, Chapter 429 and is compliant with all public notification requirements thereof.

WHEREAS, pursuant to Resolution No. 21-179 adopted on the 20th day of September, 2021, by the Blaine City Council, a report has been prepared for the City of Blaine Engineering Department, with reference to the reconstructions of 123rd Avenue from Buchanan Street to Ulysses Street, 124th Court from West cul-de-sac to Buchanan Street, 124th Lane from Pierce Street to Buchanan Street, Pierce Street from 123rd Avenue to 124th Lane, Buchanan Street from Paul Parkway to 124th Lane, 126th Avenue from Polk Street to Taylor Street, 126th Lane from Taylor Street to Buchanan Street, 127th Avenue from Taylor Street to Buchanan Street, 127th Lane from Taylor Street to Central Avenue, Polk Street from 125th Avenue to 126th Avenue, Taylor Street from 126th Avenue to 129th Avenue, Buchanan Street from 126th Avenue to 127th Lane, 129th Avenue from 180‘ West of Isanti Street to Radisson Road and this report received by the Council on the 19th Day of January, 2022.

                     

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     The Council will consider the improvement in accordance with the report finding the improvement necessary, cost-effective, and feasible, resulting in a benefit to the properties proposed to be assessed and will consider the assessment of benefiting property for all or a portion of the cost of the improvement pursuant to the Minnesota Statutes, Chapter 429, at an estimated total cost of the improvement of $5,290,576.00.

 

2.                     A Public Hearing shall be held on such proposed improvement on the 7th day of February, 2022, at 7:30 PM in the Council Chambers of City Hall, and the City Clerk shall give mailed and published notice of such hearing and improvement as required by law.
