Executive Summary

Council is requested to approve a contract for professional services for design and construction administration for the renovation of Lift Station 1, Improvement Project No. 22-05. 

 

Background

Lift Station 1, located at the intersection of 87th Avenue and Davenport Street, is the City’s oldest lift station, installed in 1967.  The lift station is an older wet well/dry well style of lift station with cast iron force main that has reached the end of its useful life.  It is proposed to reconstruct Lift Station 1 to current City standards, which will consist of a new wet well lift station, prefabricated control panel building and new force main.

 

Lift Station 1 is located within the proposed 89th Avenue/Davenport Street Area Reconstructions project, and as a result, staff is recommending that the proposed lift station reconstruction be added to the proposed 89th Avenue/Davenport Street Area Reconstructions project, Project No. 22-05.  The 89th Avenue/Davenport Street Area Reconstructions project was initiated by Council on September 20, 2021 with Resolution 21-180.

 

Bolton & Menk, Inc. was previously awarded a contract for professional services for preliminary design and preparation of a feasibility report for the 89th Avenue/Davenport Street Area Reconstructions project with Motion 21-132 on September 20, 2021.  The scope of the awarded contract did not include any engineering design work for Lift Station 1. 

 

Bolton & Menk, Inc. are part of the Council Approved Engineering Consultant Pool.  Staff requested a letter of proposal from Bolton & Menk, Inc. for design and construction administration services for the reconstruction of Lift Station 1.  Bolton & Menk, Inc. has provided the requested letter of proposal for the renovation of Lift Station in the amount of $125,076.

 

Staff has reviewed the proposal, compared it with previous proposals for similar projects, and determined that the fees are justified and reasonable.  If the City Council authorizes the contract, Bolton & Menk will integrate the Lift Station 1 reconstruction work into the feasibility report that is currently being prepared for the 89th Avenue/Davenport Street Area Reconstructions project, Improvement Project No. 22-05.

 

The reconstruction of Lift Station 1 will be funded through Public Utility funds.

This project aligns with the City’s strategic plan goal of well-maintained infrastructure by providing high quality utility infrastructure.

Financial Impact

The funding source for these improvements will be Sanitary Sewer Utility funds.

Staff Recommendation

By motion, authorize the Mayor and City Manager to enter into a contract with Bolton & Menk, Inc. in the amount of $125,076 for design and construction administration services for the reconstruction of Lift Station 1 and integrate the work with the previously initiated 89th Avenue/Davenport Street Area Reconstructions project, Improvement Project No. 22-05.   In addition, authorize a 10% contingency to bring the total project budget to $137,584 and authorize the Director of Public Works to sign all change orders up to the authorized project budget amount.
