Executive Summary
Council is asked to adopt the annual rules of procedure and quorum - order of business.
Background
Section 3.03 of the City Charter, Procedure of Council, states the Council shall determine its own rules and order of business. Proposed changes include:
- Revision to Open Forum clarifying items on the formal agenda that have already had public input participation could be spoken to through Open Forum
- Removal of formal Adoption of Agenda - any changes to agenda will continue to be announced at the beginning of the meeting.
- Clarification on Consent Agenda that unless corrections are needed, approval of the minutes can remain on the Consent Agenda and approved by the full Council present regardless of whether a member was in attendance or not as attendance is already reflected in the presented minutes.
No other changes are being recommended at this time.
