Executive Summary

Council is asked to receive the feasibility report for the Hidden Oaks Area Street Reconstructions, Improvement Project No. 22-06 and order a public hearing. 

 

Background

At the September 20, 2021 City Council meetiong, Council initiated the Hidden Oaks Street Reconstructions project and ordered the preparation of a feasiblity report. The Hidden Oaks Area Street Reconstruction project consists of reconstruction of the following streets:

 

                     97th Avenue from Hamline Avenue to Yalta Street

                     97th Lane from Hamline Avenue to Xebec Street

                     97th Court from West cul-de-sac to Hamline Avenue

                     98th Avenue from Hamline Avenue to Xebec Street

                     98th Lane from Wake Street to Yalta Street

                     99th Avenue from Wake Street to Xebec Street

                     99th Lane from Xebec Street to Austin Street

                     Hamline Avenue from Edgewood Road to North cul-de-sac

                     Wake Street from 98th Avenue to 99th Avenue

                     Wake Court from 99th Avenue to North cul-de-sac

                     Xebec Street from Edgewood Road to 99th Lane

                     Yalta Street from 97th Avenue to 99th Lane

 

The project area consists of residential streets with concrete curb and gutter.  The proposed improvements include full concrete curb and gutter removal and replacement, minor storm drainage improvements, spot water main repair, asphalt surface replacement, traffic control signage replacement, and appurtenant construction.

 

The estimated cost of these proposed improvements is $4,889,565.00 with $1,282,052.00 to be assessed to the benefitting properties over a 15-year period.  Replacement of existing sanitary sewer castings/rings and replacement of malfunctioning water main gate valves and curb stops in certain locations at an estimated cost of $176,580.00 is proposed to be paid for by City Public Utility Funds. The remaining portion of $3,430,933 is proposed to be paid from the City’s Pavement Management Program Fund. 

 

The proposed project is necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed.

Financial Impact

The project will be funded by a combination of assessments, bond proceeds placed in the City Pavement Management Program fund, and Public Utility Funds. There are sufficient funds to cover these costs.

The project is being conducted pursuant to MN Statutes, Chapter 429 and is compliant with all public notification requirements thereof.

WHEREAS, pursuant to Resolution No. 20-135 adopted on the 20th day of September, 2021, by the Blaine City Council, a report has been prepared for the City of Blaine Engineering Department, with reference to the reconstructions of 97th Avenue from Hamline Avenue to Yalta Street, 97th Lane from Hamline Avenue to Xebec Street, 97th Court from West cul-de-sac to Hamline Avenue, 98th Avenue from Hamline Avenue to Xebec Street, 98th Lane from Wake Street to Yalta Street, 99th Avenue from Wake Street to Xebec Street, 99th Lane from Xebec Street to Austin Street, Hamline Avenue from Edgewood Road to North cul-de-sac, Wake Street from 98th Avenue to 99th Avenue, Wake Court from 99th Avenue to North cul-de-sac, Xebec Street from Edgewood Road to 99th Lane, Yalta Street from 97th Avenue to 99th Lane and this report received by the Council on the 20th Day of December, 2021.

                     

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     The Council will consider the improvement in accordance with the report finding the improvement necessary, cost-effective, and feasible, resulting in a benefit to the properties proposed to be assessed and will consider the assessment of benefiting property for all or a portion of the cost of the improvement pursuant to the Minnesota Statutes, Chapter 429, at an estimated total cost of the improvement of $4,889,565.00.

 

2.                     A Public Hearing shall be held on such proposed improvement on the19th day of January, 2022, at 7:30 PM in the Council Chambers of City Hall, and the City Clerk shall give mailed and published notice of such hearing and improvement as required by law.
