Board and Commission Appointment Process - Council Policy
Executive Summary
Council is asked to amend the board and commission appointment process policy.
Background
The board and commission appointment process was amended in 2020 by removing the process from City Code and establishing a Council policy to allow for flexibility in the future. Council evaluated the policy during this year’s interview process and concluded further revisions could be made to better streamline the process. After discussion at the November 8 workshop, Council consensus was to set term limits to two 3-year terms, advertise for true vacancies only after an incumbent has indicated a desire to no longer serve, and interview new applicants only and not the incumbents. The Council also recognized again that while ward representation was very important and is the goal of all appointments, should a candidate from another ward be more appropriate for a vacancy that individual could be appointed outside their ward.

Financial impacts include a small stipend for meeting attendance by members and staff time as liaisons supporting each board or commission.
Public Outreach/Input
Advertisements for vacancies was published in the official newspaper and posted on the City’s website and all social media channels with an application deadline of December 31, after which staff will forward applications to Council along with suggested interview dates, likely in February.

By motion, adopt the amended Council policy.
