Executive Summary

Annually the City Council is asked to review and adopt a fee schedule for the upcoming year.

 

Background

Minnesota Statutes §462.353, subd. 4(a) provides, in part, as follows: “…a municipality may adopt a fee schedule under this subdivision by ordinance…, following publication of notice of proposed action on a fee schedule at least 10 days prior to a public hearing held to consider action on or approval of the fee schedule.” 

 

The fee schedule with proposed changes is attached. Additions are underlined and shown in red, deletions are shown in red with strikethrough.

 

Building Inspections

                     Several changes to clarify the fee description however, no proposed changes to the fees occurred. There is a proposed change in the SAC fee per Met Council who sets the rates.

 

Park and Rec

                     A $100 deposit at Tom Ryan Park was added due to an increase of renters not picking up after themselves and damage being done to shelters.

                     Non-resident fee for park shelter rentals increase per Council direction. .

 

Planning Department

                     Accessory dwelling unit registration added due to new ordinance adopted.

                     Conditional use permit approval extension - establishing a fee to cover administrative costs for these requests.

                     Reforestation - increase due to the increased cost of trees

 

Finance Department Proposed Changes

                     2022 utility rates for city water, sanitary sewer, and residential sanitation services are being amended pursuant to Council direction upon adoption of the respective 2022 utility budgets.

 

Police Department

                     A fee was added for the registration of a potentially dangerous dog due to the staff time required to start the process as well as site inspections.

                     The minimum fee for alarms brought the Police Department in line with what Community Standards charges for false fire alarms.

Public Works

                     The meter price increases reflect the 2022 price adjustments from the manufacturer.

This fee schedule pertains to financial sustainability.

Financial Impact

The establishment of proper fees to adequately cover the cost of certain programs the city provides helps to limit the reliance on property taxes to fund discretionary public services.

 

Public Outreach/Input

Notice of the public hearing and first reading was published in the official newspaper on November 26, 2021.

 

Staff Recommendation

By motion, adopt Ordinance No. 21-2487 adopting the 2022 fee schedule.

THE CITY OF BLAINE DOES ORDAIN: (Added portions are underscored and deleted portions are shown in brackets with overstrike.)

 

                     The Municipal Code of the City of Blaine is hereby amended by adding Appendix D adopting a fee schedule for city services and licensing, pursuant to Minn.Stat. §462.353, subd. 4 and subd. 4(a).

 

                     City staff has reviewed the current fee schedule for the City of Blaine and is recommending that the following amendments to the fee schedule, attached hereto be adopted. After consideration of and review by the Blaine City Council, the amendments to the Fee Schedule, Appendix D of the Municipal Code of the City of Blaine is hereby adopted.

 

INTRODUCED AND READ in full the 6th day of December 2021.
