Accept Bid from Jacon LLC in the amount of $297,648.80 for the Aurelia Park Pond Project, Improvement Project No. 19-42

 

Executive Summary

The City Council reviewed this project request at the March 15, 2021 Workshop and approved a Joint Powers Agreement at the July 7, 2021 Council Meeting. This Joint Powers Agreement authorized that staff work with the Coon Creek Watershed District to prepare a plan and obtain bids for the construction of the water quality pond.

 

The project generally consists of the excavation of a new storm water pond located in Aurelia Park. Work includes including site grading, pipe and structure installation, tree removal and replacement, retaining wall installation, and restoration located in Aurelia Park.

 

Background

Bids were received electronically at 10:00 AM, October 26, 2021, for Project No. 19-42.  A total of 10 bids were received ranging from $297,648.80 to $486,228.16.  The three lowest bidders are as follows:

 

Jacon LLC

$297,648.80

Forest Lake Contracting, Inc.

$309,213.00

New Look Contracting, Inc.

$336,208.50

 

Bids have been checked and tabulated, and it has been determined that Jacon LLC of Vadnais Heights, Minnesota is the lowest bidder.  Staff recommends the low bid be accepted and a contract entered into with Jacon LLC.

 

City Council is also asked to approve a 10% contingency to bring the total project budget to $327,413.68.  The funding source for this project is shared between the Coon Creek Watershed District and the City and there are sufficient funds to cover these costs.

This project aligns with the City’s strategic initiatives for Growth Management and providing a Well-maintained Infrastructure.

Financial Impact

The financial impact to the city was outlined in the Joint Powers Agreement and is projected as follows:

                     Grant - $77,542

                     City - Remainder of construction cost, $220,106.80. The approved 2021 Stormwater budget has $350,000 allocated for this project.

 

Public Outreach/Input

Blaine and CCWD staff held a public meeting on April 29, 2021. Five residents were in attendance. A webpage has been created for the project. A message board is at the project site with information on the proposed project. A mailing was sent to the neighborhood on September 29, 2021 and posted in the on-site message board with updated information on the developed plans.

 

Staff Recommendation

By motion, adopt the resolution.

WHEREAS, pursuant to advertisement for bids for Improvement Project No. 19-42, said bids were received on October 26, 2021, electronically opened and tabulated according to law, and the following three lowest bids were received complying with the advertisement:

AND WHEREAS, Jacon LLC of Vadnais Heights, Minnesota is the lowest responsible bidder.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     The Mayor and City Manager are hereby authorized and directed to enter into a contract with Jacon LLC for the designated improvements in the amount of $297,648.80.

 

2.                     A 10% contingency is hereby approved to bring the total project budget to $327,413.68 and the Director of Public Works is hereby authorized to sign all change orders up to the authorized project budget amount.
