Executive Summary
This project was identified in the 2021 Storm Water Utility Fund as a Capital Budget item. A consultant was hired to review the condition of the existing trunk storm sewer line that crosses under the city hall parking lot to determine what has been causing the settlements. The results of the study recommended grouting all of the joints in the trunk storm sewer line. A plan was put together and sent out to obtain quotes.

Quotations were received electronically at 10:00 AM, September 28, 2021, for Project No. 21-50. Two quotations were received, one for $52,959.00, one for $132,624.00. The Engineer’s estimate and the two quotes are as follows:

The Engineering Department has worked with Ritter and Ritter, Inc. on previous contracts. Staff recommends the low quote be accepted and a contract entered into with Ritter and Ritter, Inc.
City Council is also asked to approve a 10% contingency to bring the total project budget to $58,255. The funding source for this project is the Storm Water Maintenance Fund and there are sufficient funds to cover these costs.

WHEREAS, pursuant to advertisement for bids for Improvement Project No. 21-50, said quotes were received on September 28, 2021, electronically opened and tabulated according to law, and the following two lowest quotes were received complying with the advertisement:

AND WHEREAS, Ritter and Ritter, Inc. of Brooklyn Park, Minnesota provided the lowest quote.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. The Mayor and City Manager are hereby authorized and directed to enter into a contract with Ritter and Ritter, Inc. for the designated improvements in the amount of $52,959.00.
2. A 10% contingency is hereby approved to bring the total project budget to $58,255 and the Director of Public Works is hereby authorized to sign all change orders up to the authorized project budget amount.
