Executive Summary
Council is asked to adopt the proposed resolution designation polling places for 2022.
Background
State Statute requires the governing body of each municipality to designate polling place locations annually, even when no elections are regularly scheduled as the requirement would apply to any special elections that may arise. The attached map identifies the city’s current 24 polling locations. Even though the redistricting process will likely result in precinct changes, cities still need to pass this annual polling place resolution for 2022 by December 31, 2021. Adoption of this resolution fulfills the statutory requirement and ensures that designations are accurate for any possible special elections in early 2022. Once wards/precincts are established during redistricting, staff will bring forward a resolution establishing polling places that will take effect starting with the August 9, 2022 primary election. It is the intention of the legislature to complete congressional and legislative redistricting no later than February 15, 2022, after which cities reestablish all precincts. Staff has begun preliminary work in preparation of this process which will include the charter commission and opportunities for public input to assist council as you consider any proposed changes.
A certified copy of the adopted resolution will be forwarded to both county auditors.

WHEREAS, Minnesota Statutes 204B.16, subd 1 requires the City Council, by ordinance or resolution, to designate polling places for the upcoming year; and
WHEREAS, changes to the polling places locations may be made at least 90 days before the next election if one or more of the authorized polling places becomes unavailable for use; and
WHEREAS, changes to the polling place locations may be made in the case of an emergency when it is necessary to ensure a safe and secure location for voting.
NOW, THEREFORE, BE IT RESOLVED, that the Blaine City Council, in compliance with the terms and provisions of Minnesota Statutes Section 204B.16, hereby designates the following polling places for elections conducted in the City in 2021:

BE IT FURTHER RESOLVED, that the city clerk is hereby authorized to designate a replacement meeting the requirements of the Minnesota Election Law for any polling place designated in this resolution that becomes unavailable for use by the city;
BE IT FURTHER RESOLVED, that the city clerk is hereby authorized to designate an emergency replacement polling place meeting the requirements of the Minnesota Election Law for any polling place designated in this resolution when necessary to ensure a safe and secure location for voting; and
BE IT FURTHER RESOLVED, that the city clerk is directed to send a copy of this resolution and any subsequent polling place designations to the Anoka and Ramsey County Elections Offices.
