Accept Quote from Park Construction in the amount of $59,845.15 for the 2020 Trail Improvements, Improvement Project No. 20-40

 

Executive Summary

The City Council has reviewed this project request at a past meeting and requested that staff prepare a plan and obtain bids for the construction of the trail.

 

The project will consist of constructing a bituminous trail along Arnold Palmer Drive from London Court east towards Deacons Park to connect to the existing trail system.  Also included in this project are miscellaneous driveway repairs from several water main repairs completed by our public works department. The Miscellaneous concrete sidewalk and driveway replacements on located on Polk Street, Arnold Palmer Drive, and Wake Court. 

 

 

Background

Quotations were received electronically at 10:00 AM, September 14, 2021, for Project No. 20-40.  A total of 5 bids were received ranging from $59,845.15 to $100,394.14.  The three lowest bidders are as follows:

Valley Paving, Inc.

$69,214.00

North Valley Paving, Inc.

$75,870.12

 

Quotations have been checked and tabulated, and it has been determined that Park Construction Company of Minneapolis, Minnesota is the lowest bidder.  The Engineering Department has worked with Park Construction Company on previous contracts.  Staff recommends the low bid be accepted and a contract entered into with Park Construction Company.

 

City Council is also asked to approve a 10% contingency to bring the total project budget to $65,800.00.  The funding source for this project is Open Space/Trails funds and Public Works maintenance funds and there are sufficient funds to cover these costs.

WHEREAS, pursuant to advertisement for bids for Improvement Project No. 20-40, said quotes were received on September 14, 2021, electronically opened and tabulated according to law, and the following three lowest bids were received complying with the advertisement:

Valley Paving, Inc.

$69,214.00

North Valley Paving, Inc.

$75,870.12

 

AND WHEREAS, Park Construction Company of Minneapolis, Minnesota is the lowest responsible bidder.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     The Mayor and City Manager are hereby authorized and directed to enter into a contract with Park Construction Company for the designated improvements in the amount of $59,845.15.

 

2.                     A 10% contingency is hereby approved to bring the total project budget to $68,800.00 and the Director of Public Works is hereby authorized to sign all change orders up to the authorized project budget amount.
