Executive Summary

The Council is asked to set the public hearing dates for discussion and adoption of the 2022 Tax Levy and General Fund Budget.

 

Background

Minnesota Statutes require cities to establish future public hearing dates on the proposed budget and tax levy by September 30, and to hold the public hearings at a regularly scheduled Council meeting.

 

The attached resolution calls for two public hearings: The first for discussion on the proposed 2022 General Fund Budget and Tax Levy on December 13, 2021 at 7:00 p.m.; and the second public hearing for the adoption of the 2022 Tax Levy and General Fund Budget at 7:30 p.m. on December 20, 2021.

The City Council has reviewed the proposed budget and tax levies at previous Council Workshops.

 

Financial Impact

The annual tax levies provide over 75% of the funding for the City’s general operations and the appropriation of funds through the budget process establishes the spending parameters for Council-approved initiatives.

 

Public Outreach/Input

No public notification is required at this stage of the process.

Body

WHEREAS, Minnesota statutes require cities to hold public hearings to adopt their final budget and final property tax levy; and

 

                     WHEREAS, Minnesota statutes require cities to notify county auditors of public hearing dates by September 30; and

 

                     WHEREAS, at least two business days (not more than six) before the public budget hearing, the City of Blaine must publish an advertisement in the official newspaper of general circulation which includes the hour, date and place of the hearing, and a statement inviting all citizens to attend and participate in the hearing.

 

                     NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine, Minnesota, that a public hearing for the proposed general fund budget and property tax levy will be held on December 13, 2021 at 7:00 p.m., at the City Hall, 10801 Town Square Drive, Blaine, Minnesota 55449; and

 

                     BE IT FURTHER RESOLVED that a public hearing for the adoption of the final general fund budget and property tax levy will be held on December 20, 2021 at 7:30 p.m. at the City Hall, 10801 Town Square Drive, Blaine, Minnesota 55449; and

 

                     BE IT FINALLY RESOLVED that the advertisement of the initial public hearing will be published in the Blaine-Spring Lake Park Life newspaper on December 10, 2021.
