Executive Summary
Installation of regulatory signs requires authorization by City Council. The regulatory signs proposed meet warrants established in the Minnesota Manual of Uniform Traffic Control Devices. The proposed Council action will prohibit parking on the Central Avenue Service Road from the 95th Lane alignment to 97th Avenue.
Background
Staff has received resident complaints regarding vehicles parking on the Central Avenue Service Road between the 95th Lane alignment and 97th Avenue. The roadway in this area is 24 feet wide with curb and gutter. This section of roadway is 5 feet narrower than the current 29-foot wide typical street section which allows for on street parking. Due to the narrower nature of this roadway, staff is recommending that “No Parking” signs be installed on both sides of the Central Avenue Service Road in this location.
This would bring this section of roadway into conformance with Ulysses Street to the south and the rest of the frontage road system along Trunk Highway 65 in not allowing on street parking.

WHEREAS, the City Council is cognizant of providing regulation of vehicular traffic in a safe and responsible manner; and
WHEREAS, City Ordinance requires a Council Resolution specifying the placement of regulatory signs; and
WHEREAS, the regulatory signs are considered to meet warrants for traffic control established in the Minnesota Manual on Uniform Traffic Control Devices.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine that regulatory signs are hereby authorized to be installed as follows:
1. Parking is prohibited along both sides of Central Avenue Service Road from 95th Avenue Alignment to 97th Avenue.
