Executive Summary
Council is being asked to enter into a contract for professional services for preliminary design and preparation of a feasibility report for the Hidden Oaks Area Street Rehabilitations, Improvement Project No. 22-06.
Background
The Engineering Department has identified three separate street improvement projects for the planned 2022 pavement management program. For each of the projects staff has requested a proposal letter from a local engineering firm that is in the consultant pool that the City Council adopted on August 2, 2021 with Motion 21-114.
The Hidden Oaks Area Street Rehabilitations, Improvement Project No. 22-06, includes the following streets:
• 97th Avenue from Hamline Avenue to Yalta Street
• 97th Lane from Hamline Avenue to Xebec Street
• 97th Court from West cul-de-sac to Hamline Avenue
• 98th Avenue from Hamline Avenue to Xebec Street
• 98th Lane from Wake Street to Yalta Street
• 99th Avenue from Wake Street to Xebec Street
• 99th Lane from Xebec Street to Austin Street
• Hamline Avenue from Edgewood Road to North cul-de-sac
• Wake Street from 98th Avenue to 99th Avenue
• Wake Court from 99th Avenue to North cul-de-sac
• Xebec Street from Edgewood Road to 99th Lane
• Yalta Street from 97th Avenue to 99th Lane
WSB Engineering (WSB) has provided the requested proposal letter for the Hidden Oaks Area Street Rehabilitations, Improvement Project No. 22-06. The proposal, in the amount of $47,269.00, is for preliminary design and preparation of a feasibility report for the project. Staff has reviewed this proposal, compared it with previous proposals for similar projects, and determined that the fees are justified and reasonable. After completion of the feasibility report and upon ordering the improvements, a contract for final design and construction services would be negotiated with WSB.
This project will be funded through proposed project assessments, Pavement Management Program funds and Public Utility funds.

Financial Impact
The funding source for these improvements will be project assessments, Pavement Management Program funds and Public Utility funds.
Public Outreach/Input
The project, if ordered forward, will comply with all public notification requirements pursuant to MN Statutes, Chapter 429.
Staff Recommendation
By motion, authorize the Mayor and City Manager to enter into a contract with WSB Engineering in the amount of $47,269.00 for preliminary design and preparation of a feasibility report for the Hidden Oaks Area Street Rehabilitations, Improvement Project No. 22-06. In addition, authorize a 10% contingency to bring the total project budget to $51,996.00 and authorize the Director of Public Works to sign all change orders up to the authorized project budget amount.
