Executive Summary
Council is being asked to authorize a contract for professional services for preliminary design and preparation of a feasibility report for the 2022 Street Reconstructions, Improvement Project No. 22-04.
Background
Pursuant to the Pavement Management Capital Improvement Plan, the Engineering Division has identified three separate street improvement projects for the planned 2022 pavement management program. For each of these projects, staff has requested a letter of proposal from a local engineering firm that is in the consultant pool that the City Council adopted on August 2, 2021 with Motion 21-114.
The 2022 Street Reconstructions project, Improvement Project No. 22-04, includes the following streets:
• 123rd Avenue from Buchanan Street to Ulysses Street
• 124th Court from West cul-de-sac to Buchanan Street
• 124th Lane from Pierce Street to Buchanan Street
• Pierce Street from 123rd Avenue to 124th Lane
• Buchanan Street from Paul Parkway to 124th Lane
• 126th Avenue from Polk Street to Taylor Street
• 126th Lane from Taylor Street to Buchanan Street
• 127th Avenue from Taylor Street to Buchanan Street
• 127th Lane from Taylor Street to Central Avenue
• Polk Street from 125th Avenue to 126th Avenue
• Taylor Street from 126th Avenue to 129th Avenue
• Buchanan Street from 126th Avenue to 127th Lane
• 129th Avenue from ~180’ West of Isanti Street to Radisson Road
Short Elliott Hendrickson, Inc. (SEH) provided the requested letter of proposal for 2022 Street Reconstructions, Improvement Project No. 22-04. The proposal, in the amount of $64,900, is for preliminary design and preparation of a feasibility report for the project. Staff has reviewed this proposal, compared it with previous proposals for similar projects, and determined that the fees are justified and reasonable. After completion of the feasibility report and upon ordering the improvements, a contract for final design and construction services would be negotiated with SEH.
This project will be funded through proposed project assessments, Pavement Management Program funds, Municipal State Aid Funds, and Public Utility funds.

Financial Impact
The funding source for these improvements will be project assessments, Pavement Management Program funds, Municipal State Aid Funds, and Public Utility funds.

The project, if ordered forward, will comply with all public notification requirements pursuant to MN Statutes, Chapter 429
Staff Recommendation
By motion, authorize the Mayor and City Manager to enter into a contract with Short Elliott Hendrickson, Inc. in the amount of $64,900.00 for preliminary design and preparation of a feasibility report for the 2022 Street Reconstructions project, Improvement Project No. 22-04. In addition, authorize a 10% contingency to bring the total project budget to $71,390.00 and authorize the Director of Public Works to sign all change orders up to the authorized project budget amount.
