Initiate Project and Order Preparation of Feasibility Report for the Hidden Oaks Area Street Rehabilitations, Improvement Project No. 22-06
Executive Summary
Council is asked to initiate a 2022 Pavement Management Program project for the Hidden Oaks Area Street Rehabilitations, Improvement Project No. 22-06.
Background
At the July 20, 2020 City Council workshop, staff brought forward the Street Reconstruction Capital Improvement Program 2021-2025 which contained a list of proposed projects for the 2022 Pavement Management Program (PMP). This proposed project was identified as a part of the 2022 Pavement Management Program (PMP). The Hidden Oaks Area Street Rehabilitations project consists of reconstruction of the following streets:
• 97th Avenue from Hamline Avenue to Yalta Street
• 97th Lane from Hamline Avenue to Xebec Street
• 97th Court from West cul-de-sac to Hamline Avenue
• 98th Avenue from Hamline Avenue to Xebec Street
• 98th Lane from Wake Street to Yalta Street
• 99th Avenue from Wake Street to Xebec Street
• 99th Lane from Xebec Street to Austin Street
• Hamline Avenue from Edgewood Road to North cul-de-sac
• Wake Street from 98th Avenue to 99th Avenue
• Wake Court from 99th Avenue to North cul-de-sac
• Xebec Street from Edgewood Road to 99th Lane
• Yalta Street from 97th Avenue to 99th Lane
The project consists of city streets with concrete curb and gutter. The method of reconstruction will be pavement replacement with spot curb and gutter replacement and will be further explained in the feasibility report.
If approved, this Resolution initiates the proposed Hidden Oaks Area Street Rehabilitations and orders the preparation of a feasibility report.

Financial Impact
The project will be funded by a combination of assessments, bond proceeds placed in the City Pavement Management Program fund, and Public Utility Funds. There are sufficient funds to cover these costs.
Public Outreach/Input
The project is being conducted pursuant to MN Statutes, Chapter 429 and is compliant with all public notification requirements thereof.

Body
WHEREAS, the City Council is aware of the need to maintain City streets in a condition that provides for functional, safe and efficient travel; and
WHEREAS, the City Council has determined that it is in the public interest to implement a Pavement Management Program to maintain City streets in a logical and cost-efficient manner; and
WHEREAS, the City Council adopted a Pavement Management Policy by Resolution No. 10-87 on October 7, 2010 to serve as the framework for implementing a Pavement Management Program; and
WHEREAS, the Blaine City Council proposes to initiate a street improvement project for the Hidden Oaks Area Street Rehabilitations; and
WHEREAS, it is proposed to assess the benefited property for all or a portion of the costs of the improvements, pursuant to Minnesota Statutes Chapter 429; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that the proposed improvements are hereby referred to the City Engineer to provide the Council with a Feasibility Report and to advise the Council in a preliminary way as to whether the proposed improvements are necessary, cost-effective, and feasible, and the estimated cost of the improvements as recommended.
