Initiate Project and Order Preparation of Feasibility Report for the 89th Avenue and Davenport Street Area Reconstructions, Improvement Project No. 22-05

 

Executive Summary

Council is asked to initiate a 2022 Pavement Management Program project for the 89th Avenue and Davenport Street Area Reconstructions, Improvement Project No. 22-05. 

 

Background

At the July 20, 2020 City Council workshop, staff brought forward the Street Reconstruction Capital Improvement Program for the years 2021-2025 which contained a list of proposed projects.  This proposed project was identified as a part of the 2022 Pavement Management Program (PMP).  The 89th Avenue and Davenport Street Area Reconstructions, Improvement Project No. 22-05 consists of reconstruction of the following streets:

 

                     Baltimore Street from 85th Avenue to 89th Avenue

                     Davenport Street from 85th Avenue to 89th Avenue

                     89th Avenue from Central Avenue to Davenport Street

                     87th Avenue from Central Avenue to Hastings Street

                     Eldorado Street from 85th Avenue to 87th Avenue

                     Goodhue Street from 85th Avenue to 87th Avenue

                     Goodhue Street from 87th Avenue to northerly dead end

                     Jenkins Court from 85th Avenue to the cul de sac

 

The project consists of city streets with rural sections and no curb and gutter.  The method of reconstruction will be a full reconstruction to an urban section with concrete curb and gutter and will be further explained in the feasibility report. 

 

If approved, this Resolution initiates the proposed 89th Avenue and Davenport Street Area Reconstructions and orders the preparation of a feasibility report.

 

Recommended Council Action

By motion, approve the Resolution.

This project aligns with the City’s strategic plan goal of well-maintained infrastructure by providing high-quality street surfaces.

Financial Impact

The project will be funded by a combination of assessments, bond proceeds placed in the City Pavement Management Program fund and Public Utility Funds. There are sufficient funds to cover these costs.

 

Public Outreach/Input

The project is being conducted pursuant to MN Statutes, Chapter 429 and is compliant with all public notification requirements thereof.

Body

WHEREAS, the City Council is aware of the need to maintain City streets in a condition that provides for functional, safe and efficient travel; and

 

WHEREAS, the City Council has determined that it is in the public interest to implement a Pavement Management Program to maintain City streets in a logical and cost-efficient manner; and

 

WHEREAS, the City Council adopted a Pavement Management Policy by Resolution No. 10-87 on October 7, 2010 to serve as the framework for implementing a Pavement Management Program; and

 

                     WHEREAS, the Blaine City Council proposes to initiate a street improvement project for the 89th Avenue and Davenport Street Area Reconstructions; and

 

                     WHEREAS, it is proposed to assess the benefited property for all or a portion of the costs of the improvements, pursuant to Minnesota Statutes Chapter 429; and

 

                     NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that the proposed improvements are hereby referred to the City Engineer to provide the Council with a Feasibility Report and to advise the Council in a preliminary way as to whether the proposed improvements are necessary, cost-effective, and feasible, and the estimated cost of the improvements as recommended.
