Initiate Project and Order Preparation of Feasibility Report for the 2022 Street Reconstructions, Improvement Project No. 22-04
Executive Summary
Council is being asked to initiate a 2022 Pavement Management Program project for the 2022 Street Reconstructions, Improvement Project No. 22-04.
Background
At the July 20, 2020 City Council workshop, staff brought forward the Street Reconstruction Capital Improvement Program for the years 2021-2025 which contained a list of proposed projects. This proposed project was identified as a part of the 2022 Pavement Management Program (PMP). The 2022 Street Reconstructions project, Improvement Project No. 22-04 consists of reconstruction of the following streets:
• 123rd Avenue from Buchanan Street to Ulysses Street
• 124th Court from West cul-de-sac to Buchanan Street
• 124th Lane from Pierce Street to Buchanan Street
• Pierce Street from 123rd Avenue to 124th Lane
• Buchanan Street from Paul Parkway to 124th Lane
• 126th Avenue from Polk Street to Taylor Street
• 126th Lane from Taylor Street to Buchanan Street
• 127th Avenue from Taylor Street to Buchanan Street
• 127th Lane from Taylor Street to Central Avenue
• Polk Street from 125th Avenue to 126th Avenue
• Taylor Street from 126th Avenue to 129th Avenue
• Buchanan Street from 126th Avenue to 127th Lane
• 129th Avenue from ~180’ West of Isanti Street to Radisson Road
The project consists of a mix of city streets with concrete curb and gutter and a State Aid collector route. The method of reconstruction will vary between the streets and will be further explained in the feasibility report.
If approved, this Resolution initiates the proposed 2022 Street
Reconstructions and orders the preparation of a feasibility report.

By motion, approve the Resolution.

Financial Impact
The project will be funded by a combination of assessments, bond proceeds placed in the City Pavement Management Program fund, Public Utility Funds, and Municipal State Aid System funds. There are sufficient funds to cover these costs.
Public Outreach/Input
The project is being conducted pursuant to MN Statutes, Chapter 429 and is compliant with all public notification requirements thereof.

Body
WHEREAS, the City Council is aware of the need to maintain City streets in a condition that provides for functional, safe and efficient travel; and
WHEREAS, the City Council has determined that it is in the public interest to implement a Pavement Management Program to maintain City streets in a logical and cost-efficient manner; and
WHEREAS, the City Council adopted a Pavement Management Policy by Resolution No. 10-87 on October 7, 2010 to serve as the framework for implementing a Pavement Management Program; and
WHEREAS, the Blaine City Council proposes to initiate a street improvement project for the 2022 Street Reconstructions; and
WHEREAS, it is proposed to assess the benefited property for all or a portion of the costs of the improvements, pursuant to Minnesota Statutes Chapter 429; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that the proposed improvements are hereby referred to the City Engineer to provide the Council with a Feasibility Report and to advise the Council in a preliminary way as to whether the proposed improvements are necessary, cost-effective, and feasible, and the estimated cost of the improvements as recommended.
