Accept Bid from G Urban Companies, Inc. in the amount of $119,430.00 for the 2021 Pedestrian Crossing Improvements, Improvement Project No. 21-10

 

Executive Summary

The City Council initiated and ordered plans and specifications for the 2021 Pedestrian Crossing Improvement project on July 7, 2021 with Resolution 21-146.

 

The project will consist of installing Crosswalks at the following streets:

 

Ulysses Street at 115th Alignment

Aberdeen Street at 123rd Lane

 

 

Background

Bids were received electronically at 10:00 AM, August 30, 2021, for Project No. 21-10.  A total of 4 bids were received ranging from $133,231.10 to $119,430.00.  The Engineer’s estimate for construction and three lowest bidders are as follows:

G Urban Companies, Inc.

Stapf Concrete Construction, Inc.

$123,941.50

New Look Contracting, Inc.

$126,846.00

 

Bids have been checked and tabulated, and it has been determined that G Urban Companies, Inc. of St. Paul, Minnesota is the lowest bidder.  The Engineering Department has worked with G Urban Companies, Inc. on previous contracts.  Staff recommends the low bid be accepted and a contract entered into with G Urban Companies, Inc.

 

City Council is also asked to approve a 10% contingency to bring the total project budget to $131,373.00.  The funding source for this project is Municipal State Aid System funds and there are sufficient funds to cover these costs.

This project aligns with the City’s strategic plan goal of well-maintained infrastructure by providing high-quality streets and pedestrian crossings.

The project was reviewed and recommended by the Traffic Commission.

 

Financial Impact

The project will be funded with Municipal State Aid System funds. There are sufficient funds to cover these costs.

WHEREAS, pursuant to advertisement for bids for Improvement Project No. 21-10, said bids were received on August 30, 2021, electronically opened and tabulated according to law, and the following three lowest bids were received complying with the advertisement:

 

 

G Urban Companies, Inc.

$119,430.00

Stapf Concrete Construction, Inc.

$123,941.50

New Look Contracting, Inc.

$126,846.00

 

AND WHEREAS, G Urban Companies, Inc. of St. Paul, Minnesota is the lowest responsible bidder.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     The Mayor and City Manager are hereby authorized and directed to enter into a contract with G Urban Companies, Inc. for the designated improvements in the amount of $119,430.00.

 

2.                     A 10% contingency is hereby approved to bring the total project budget to $131,373.00 and the Director of Public Works is hereby authorized to sign all change orders up to the authorized project budget amount.

 

3.                     The City Clerk is hereby authorized and directed to return forthwith to all bidders the bid bonds submitted with their bids, except the three lowest bidders.  When a contract is duly executed, the bid bonds of the two remaining unsuccessful bidders will be returned.  The bid bond of the successful bidder will be retained until the performance and payment bonds have been executed and approved, after which the bid bond will be returned.
