Executive Summary
Approve the purchase of a sewer jetting easement machine delayed from 2019.
Background
An Easement Jetting Machine is a piece of equipment that allows staff to access and clean sewers that are located outside of regular roadways, often in backyards or natural areas. It is essentially a large reel of hose on a tracked transport trolley that can be driven through small fence gates into backyards or across rough terrain without damaging the ground surface. A picture is included with the attached quote.
The basis for this request is that there are several sewers around the city that have never been cleaned due to limited access. This creates potential liability for the city if an obstruction was to happen and create a backup. Without access, it is difficult to obtain good condition assessment information. This problem was identified during maintenance planning in 2018 and requested for purchase in 2019 in anticipation it would be needed late in that year. The lead time is relatively short on this so staff was waiting to order until that point in the cleaning cycle. The cleaning cycle did not progress as fast as anticipated and staff was not prepared to order until near the end of the year. Additional delay occurred into the winter and again with the cost containment measures taken after the pandemic began.
It is finally at the point where staff needs to begin coordinating the cleaning of these easement and backyard areas. Therefore this is being brought back to the City Council for its final purchasing approval.
In the adoption of the annual Capital Budgets, Council appropriates funding for certain pieces of equipment in the Capital Equipment Plan. Pursuant to the City Charter, Sec. 6.05, staff is now requesting Council approval for the purchase of the equipment listed below. This equipment had been listed in information provided to the City Council during budget discussion work sessions, and approval was included in the final adoption of the 2019 budget.
The equipment will be purchased through the State Cooperative Purchasing Program from various vendors, or through the solicitation of competitive quotes per the City of Blaine Purchasing Policies. The State Cooperative Purchasing Program meets all requirements for competitive bidding.
