Remote Public Meeting Participation Policy

Executive Summary
With the Governor’s Executive Order related to COVID-19 response and session law changes, the City has had significant flexibility in the holding of public meetings. With session law expiring July 1, staff has prepared a remote meeting participation policy for consideration and adoption.
Background
Staff is recommending guidelines to promote transparent and orderly use of electronic technology that allow council and board/commission members to attend meetings from a remote location. As electronic audio/video attendance options continue to advance and evolve, along with the laws that govern such attendance, it is recommended that the City Council adopt regulations for remote meeting attendance. In anticipation of this action the current mayoral declaration for hybrid meetings will cease and remote public participation will end beginning in July. Members of the public will still be able to view meetings live via the city’s website, and the dedicated public comment telephone and email options will continue in addition to the ability to attend any public meeting in person.
