Executive Summary
The City Council approved plans and specifications and ordered advertisement for bids for the 132nd Avenue and Hastings Street Area Rehabilitations project on April 19, 2021 with Resolution 21-073.
The project will reconstruct the following streets:
• 132nd Lane from Davenport Street to Hastings Street
• 132nd Avenue from Aberdeen Street to Hastings Street
• 131st Lane from Baltimore Street to Davenport Street
• 130th Lane from Baltimore Street to the cul-de-sac
• 130th Avenue from Baltimore Street to Hastings Street
• Davenport Street from 131st Avenue to 133rd Avenue alignment
• Chisolm Street from 129th Avenue to 130th Avenue
• Eldorado Street from 130th Avenue to 132nd Avenue
• Goodhue Street from 130th Avenue to 131st Avenue
• Hastings Street from 130th Avenue to 132nd Lane

Bids were received electronically at 10:00 AM, May 25, 2021, for Project No. 21-07. A total of 8 bids were received ranging from $1,112,347.35 to $1,386,801.00. The Engineer’s estimate for construction and three lowest bidders are as follows:

Bids have been checked and tabulated, and it has been determined that Douglas-Kerr Underground, LLC of Mora, Minnesota is the lowest bidder. The Engineering Department has worked with Douglas-Kerr Underground, LLC on previous contracts. Staff recommends the low bid be accepted and a contract entered into with Douglas-Kerr Underground, LLC.
City Council is also asked to approve a 10% contingency to bring the total project budget to $1,223,580.00. The funding source for this project is assessments, Public Utility Funds and City Pavement Management Program funds and there are sufficient funds to cover these costs.

Financial Impact
The project will be funded by a combination of assessments, Public Utility Funds and bond proceeds issued for Pavement Management Program projects. There are sufficient funds on hand to cover these costs.

The project is being conducted pursuant to MN Statutes, Chapter 429 and is compliant with all public notification requirements thereof.

WHEREAS, pursuant to advertisement for bids for Improvement Project No. 21-07, said bids were received on May 25, 2021, electronically opened and tabulated according to law, and the following three lowest bids were received complying with the advertisement:

AND WHEREAS, Douglas-Kerr Underground, LLC of Mora, Minnesota is the lowest responsible bidder.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. The Mayor and City Manager are hereby authorized and directed to enter into a contract with Douglas-Kerr Underground, LLC for the designated improvements in the amount of $1,112,347.35.
2. A 10% contingency is hereby approved to bring the total project budget to $1,223,580.00 and the Director of Public Works is hereby authorized to sign all change orders up to the authorized project budget amount.
3. The City Clerk is hereby authorized and directed to return forthwith to all bidders the bid bonds submitted with their bids, except the three lowest bidders. When a contract is duly executed, the bid bonds of the two remaining unsuccessful bidders will be returned. The bid bond of the successful bidder will be retained until performance and payment bonds have been executed and approved, after which the bid bond will be returned.
