Monument signs at the Lexington Athletic Complex, Blaine Wetland Sanctuary and Pheasant Ridge Business Park
Executive Summary
Staff will bring forth an updated preliminary design for the monument signs at the Lexington Athletic Complex, Blaine Wetland Sanctuary (BWS) and Pheasant Ridge Business Park. The Lexington Athletic Complex has been open for six years and the BWS has been open for four years without any permanent signs for the park. The Pheasant Ridge sign was taken down two years ago for road construction.
Background
The Lexington Athletic Complex was completed in 2015 and is a destination park for pickle-ball, tennis, basketball, lacrosse, football, baseball, ice skating and general play. It has hosted many practices, games, tournaments and recreational programs. Families from all over the state have used this destination park. However, it has never had an entrance sign.
The same is true for the BWS which opened in 2017. This open space is heavily visited for environmental education programming and recreational opportunities with the boardwalk and a parking lot to access the trail. It has had visitors from all over the nation. The BWS parking lot and trail head are tucked away in the trees and are easily missed.
The Pheasant Ridge sign was taken down in 2019 due to the road construction at the entrance of the business park and is budgeted for replacement in 2021. This a main entrance corridor for many of the city’s local and future businesses.

Board/Commission Review
The Park Board reviewed the Lexington Athletic Complex sign in October of 2020 and the updated version in March of 2021 with a recommendation for approval.
The NRCB reviewed and recommended approval of the BWS sign in October 2020.
The EDA approved the Pheasant Ridge sign in 2020.
Financial Impact
All monument signs have funding appropriated and approved in 2021 budgets.
• Parks Development CIP Budget - $125,000
• Open Space CIP Fund - $125,000
• EDA General Fund - $75,000
Public Outreach/Input
Meetings were held with the County to make sure the locations for the signs were out of the right a way.
Staff Recommendation
Staff is requesting authorization to move forward with the project and request bids for the project.
