Title
Adopt City of Blaine Water Supply Plan
Executive Summary
Official adoption of the City of Blaine Water Supply Plan for DNR Appropriations Permit No. 1976-6227 in accordance of Minnesota Statutes Chapter 103G - Waters of the State.
Background
All public water suppliers in Minnesota that operate a public water distribution system, serve more than 1,000 people and/or all cities in the seven-county metropolitan area, must have a water supply plan approved by the Department of Natural Resources (DNR) per state statutes. The goal of the water supply plan is to help water suppliers implement long term water sustainability and conservation measures and to develop critical emergency preparedness measures.
State Statutes require that water supply plans be updated every 10 years and the City of Blaine hired Barr Engineering Company to prepare the required water supply plan updates and shepherd the plan through the DNR review and approval process. Final approval of the plan was received from the DNR on September 11, 2020.
Upon completion of the review and approval of the plan, the DNR requires that the City of Blaine officially adopt the approved plan.

Board/Commission Review
The City newsletter is used annually to provide information on the City’s Consumer Confidence Drinking Water Report. The City website provides a significant amount of information on the City’s water use, quality, and regulation.
Financial Impact
The City pays fees to the DNR annually based on overall use by the City. Costs are budgeted in Water Enterprise Fund.
Public Outreach/Input
This item was reviewed by the City Council at their December 7, 2020 Work Session. Minutes of the meeting are attached.
Staff Recommendation
By motion, adopt the following resolution approving the Blaine Water Supply Plan.
Body
WHEREAS, Minnesota State Statue 103G.291 requires water suppliers to complete a Water Supply Plan; and
WHEREAS, the City of Blaine completed the required Water Supply Plan in 1996; and
WHEREAS, Minnesota State Statutes require the Water Supply Plan to be reviewed and amended every 10 years from the date of last approval of a plan by the Minnesota Department of Natural Resources; and
WHEREAS, the City of Blaine, in compliance with State Statutes, has completed the update to the Water Supply Plan and received approval of the plan from the Minnesota Department of Natural Resources.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine as follows:
1. The City of Blaine’s Water Supply Plan is hereby completed and adopted.
