ORDER IMPROVEMENT AND ORDER PREPARATION OF PLANS AND SPECIFICATIONS FOR THE 2021 STREET RECONSTRUCTIONS, IMPROVEMENT PROJECT NO. 21-06

 

Background

Notice for this hearing has been published and mailed. 

The proposed project will reconstruct the following streets:

 

                     Club West Parkway from 109th Avenue to Cloud Drive

                     105th Lane from National Street to Sunset Avenue

                     Flanders Court from Radisson Road to 100th Court

                     100th Court from Flanders Court to cul-de-sac

                     93rd Lane Extension from approximately 250 feet east of Anoka County - Blaine Airport Gate A to 85th Avenue

 

The project area consists of a mix of city streets with concrete curb and gutter, a city street with no curb and gutter and a rural section street with no curb and gutter and two State Aid collector routes.  The proposed improvements generally include:

 

                     Club West Parkway - spot curb replacement, bituminous pavement replacement, renovation to the existing roundabout, minor storm sewer improvements

                     105th Lane - installing concrete curb and gutter, bituminous pavement replacement, additional catch basins and storm sewer pipe

                     Flanders Court - spot curb replacement and bituminous pavement replacement

                     100th Court - spot curb replacement and bituminous pavement replacement

                     93rd Lane Extension - spot curb replacement on medians and bituminous pavement replacement

 

The estimated cost of improvements is $5,519,260 with $1,017,348 proposed to be assessed over a 15-year period. Replacement of sanitary sewer castings and minor water main work at an estimated cost of $172,654 is proposed to be paid from the City’s Public Utility Funds.  The remaining portion of $4,329,258 is proposed to be paid from the City’s Pavement Management Program Fund and City Municipal State Aid Funds.

 

The project is necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed.

Recommendation

Hold Public Hearing and, by motion, adopt the resolution.

 

Body

WHEREAS, Resolution No. 21-019 of the Blaine City Council, adopted on the 1st day of February, 2021, ordered a public hearing on the proposed project; and

 

WHEREAS, the required notices were published and mailed to benefitting property owners, and the public hearing was held on the 17th day of February, 2021, at which time all persons desiring to be heard were given an opportunity to be heard.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     Such improvements are hereby ordered as proposed in the Feasibility Report, which was accepted by Resolution No. 21-019 adopted on the 1st day of February, 2021.

 

2.                     The City Engineer is hereby designated as the Engineer for this improvement and is directed to prepare plans and specifications for the making of this improvement.

 

3.                     The City Council declares its official intent to reimburse itself for the costs of the improvement from the proceeds of tax exempt bonds.
