APPROVE PREMISES PERMIT FOR LAWFUL GAMBLING ACTIVITY FOR CENTENNIAL HS FOOTBALL BOOSTERS AT LUCY’S BURGERS BLAINE INC, 4365 PHEASANT RIDGE DRIVE NE, SUITE #102
Background
Autumn Gohman, Gambling Manager for Centennial HS Football Boosters, has submitted an application to conduct charitable gambling at Lucy’s Burgers, 4365 Pheasant Ridge Drive NE, Suite #102. If approved the Centennial HS Football Boosters will conduct paper pull tabs, bar bingo, raffles, tipboards, paddlewheel, electronic pull tabs and electronic linked bingo at this location. A copy of the signed lease and premise permit application for the State Gambling Control Board is attached.
Per City Code no organization may maintain more than four lawful gambling locations in the City at one time. The Centennial HS Football Boosters currently have a location at the Green Mill Restaurant; this will be their second site.
Ms. Gohman has completed a background investigation. The Blaine Police Department found nothing that would disqualify the Centennial HS Football Boosters from being approved.
The Gambling Control Board may not issue a new lease for charitable gambling within a city unless a sponsoring organization obtains approval through a resolution from the City Council. A charitable gambling applicant has 60 days from the date of their application to present such a resolution to the Gambling Control Board or otherwise forfeit their gambling activities.
Recommendation
Adopt a resolution approving a new premise permit to allow the Centennial HS Football Boosters to conduct charitable gambling at Lucy’s Burgers, 4365 Pheasant Ridge Drive NE, Suite #102.

WHEREAS, the Centennial HS Football Boosters have submitted an application for a premises permit to allow charitable gambling and raffles to be conducted at Lucy’s Burgers, 4365 Pheasant Ridge Drive NE, Suite #102, Blaine; and
WHEREAS, Minnesota Statutes 349.213, Subd. 2, states that the Gambling Control Board may not issue a new premises permit for charitable gambling within a city unless the City Council approves the premises permit within sixty (60) days from the date of their application for the new premises permit; and
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
The application for the premises permit for the purpose of conducting charitable gambling, including raffles, is hereby approved.
A certified copy of this resolution shall be provided to the applicant as soon as possible for submittal to the Gambling Control Board.
