Title
APPROVE PAYMENT OF $50,179 TO DAVIDS HYDRO-VAC FOR BYPASS PUMPING FOR EMERGENCY REPAIRS TO SANITARY SEWER
Background
On Friday November 27, 2020, a sinkhole was reported on the I35W Service Drive between 95th Ave and 93rd Ave. Upon investigation it was determined that a section of sewer forcemain had failed and was in danger of collapsing a section of the road and also fully blocking the sanitary sewer. This is the forcemain discharging to the sanitary sewer that collapsed in January 2020.
Similar to the January 2020 failure, the forcemain needed to be temporarily bypassed by pumping it into a truck and hauling to a downstream point for discharge back to the sewer lines.
The repair was completed over the weekend by a combination of City utility staff and our emergency repair contractor, and the roadway was patched later that week by our City Streets crew.
The result was a high quality repair completed quickly to minimize disruption to our citizens.
Staff have a solicitation out for Proposals for design of a project to rehabilitate this forcemain, with the work to be completed later this year.
Council is asked to approve the payment of $50,179 to Davids Hydro Vac pursuant to the Blaine City Charter section 6.05, which requires City Council approval of all purchases or contracts in excess of $50,000
Funding will come from the Sanitary Sewer Utility Fund and there are adequate reserves on hand to fund the cost of the repairs.
Recommendation
By motion, approve payment of $50,179.00 to Davids Hydro-Vac for bypass pumping associated with the emergency sanitary sewer repairs.
