UPDATED POLLING PLACE DESIGNATION FOR THE 2020 STATE GENERAL ELECTION - PRECINCT 3-3
Background
Council adopted Resolution 19-153 designating polling place locations for the 2020 election cycle as required by Statute. Since then it has been determined the Happy Acres park building for Precinct 3-3 will not be large enough to accommodate the social distancing necessary for the expected turnout for the November election. While this designation is occurring after the July deadline Statute allows for changes in an emergency for a situation that prevents the safe, secure, and full operation of a polling place.
Staff worked to identify alternate locations but was unable to identify a suitable location quickly enough for the general election other than Roosevelt Middle School. While staff has been working to relocate from schools whenever possible Anoka-Hennepin has graciously allowed use of Roosevelt Middle School for the November election; staff will work to identify a new location prior to 2022. Postcards will be sent to all registered voters of this precinct informing them of the new location and signage will be posted at the park building as well.
Recommendation
Adopt the proposed resolution designating the polling location Roosevelt Middle School for the 2020 November general election for Precinct 3-3.
Body
WHEREAS, Minnesota Statutes 204B.16, subd 1 requires the City Council, by ordinance or resolution, to designate polling places for the upcoming year; and
WHEREAS, changes to polling place locations may be made in the event of an emergency per Statute 204B.175 if deemed a situation prevents the safe, secure, and full operation of a polling place; and
WHEREAS, the State general election will be held on November 3, 2020; and
WHEREAS, the designated polling place for Precinct 3-3 is not large enough to accommodate the expected turnout while still providing effective social distancing.
NOW, THEREFORE, BE IT RESOLVED, that the Blaine City Council, in compliance with the terms and provisions of Minnesota Statutes Section 204B.16, hereby designates the following polling place for elections conducted in the City for November 2020:

BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized to designate a replacement meeting the requirements of the Minnesota Election Law for any polling place designated in this Resolution that becomes unavailable for use by the City; and
BE IT FURTHER RESOLVED, that the City Clerk is directed to send a copy of this Resolution to the Anoka County Elections Office.
