CARES SPENDING PLAN

 

Background

On July 28, 2020, Blaine received its share of the Coronavirus Aid, Relief and Economic Security (CARES) Act funding. Over $2.2 trillion in various economic relief and stimulus packages was approved by Congress with Blaine receiving $5,022,709. Council has approved some of this funding for specific programs and now Staff is requesting the City Council formally approve the attached CARES spending plan that allocates the entire amount received.

 

The CARES Act requires that the payments from the Coronavirus Relief Fund only be used to cover expenses that are (1) necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19); (2) were not accounted for in the budget most recently approved as of March 27, 2020 (the date of enactment of the CARES Act) for the State or government; and (3) were incurred during the period that begins on March 1, 2020, and ends on December 30, 2020. CARES funds are required to be spent by November 15, 2020 and any unused funds must be returned to the County. 

 

Previously, the City Council approved retaining the services of Baker Tilly (BT) to assist in administering and providing guidance for the Small Business Grant Program and for additional services including assistance in establishing a spending plan and provide compliance monitoring.

 

With Baker Tilly’s assistance, Staff has put together the attached spending plan that was reviewed by Council at the Workshop prior to this Council Meeting.

 

Recommendation

By motion approve the attached CARES spending plan.
