APPROVE THE 2020-2023 STRATEGIC PLAN
Background
The City of Blaine Strategic Plan has been under development since early 2019. Attached is the final draft of the plan, submitted for formal Council approval. A history of the discussions related to the development of the plan are incorporated into the document. Once approved, staff will proceed with developing an implementation plan and tracking measures.
Recommendation
By motion, adopt a resolution approving the City of Blaine 2020-2023 Strategic Plan.
Body
WHEREAS, in 2019 the Blaine City Council began the important work to develop a strategic plan for the City of Blaine; and
WHEREAS, the plan consists of six strategic priorities-the issues of greatest importance to the city over the next three years-effective communication, financial stability, growth management, organizational health, TH 65 improvement, and well-maintained infrastructure; and
WHEREAS, associated with each strategic priority is a set of desired outcomes, key outcome indicators, and performance targets that describe expected results and how results will be measured; and
WHEREAS, the plan’s resulting mission statement is to deliver exceptional public services with the highest degree of professionalism and accountability; and
WHEREAS, the city’s mission will be accomplished through core values of transparency and openness; fairness and impartiality; creativity and innovation, respect and efficiency; and
WHEREAS, during the implementation of the plan a vision statement for the city will be developed. This vision statement will be designed to look towards the future aspirations of the City of Blaine.
NOW, THEREFORE, BE IT RESOLVED, that the Blaine City Council hereby approves the attached City of Blaine 2020-2023 Strategic Plan and directs its implementation and tracking.
